Unexpected Seismic Damage vs. SLS Building Code Anomalies

Abstract: The 1992 advent of the Serviceability Limit State (SLS) was for the purpose of eliminating structural and nonstructural damage to buildings subjected to small or moderate SLS Earthquakes (EQs).
