Currently, at the European Union level, there has been an increase in unemployment, especially youth unemployment, as a result of certain imbalances in the labor market, exacerbated by the current financial and economic crisis. The sustainable economic development of each country is strongly influenced by the human resource in the context in which it is sought the creation of a strong, competitive and prosperous Europe. The human resource and especially young people are the most precious wealth of a nation. Therefore, solving the problem of youth unemployment is a matter of great concern and requires bringing to the forefront modern employment policies correlated with the economic reality, to which the EU attaches increasingly more importance, namely promoting green employment in a green economy. Our paper begins by analyzing the evolution, causes and differences recorded at the European Union level on the size and structure of youth unemployment and it ends with identifying some measures to reduce it, in the context of European sustainable development. The conclusions in our research highlight the importance of employment policies at both the micro and macro level and show the positive role of active policies, investment in education and green employment. This study considered trends in the intergenerational transmission of social assistance (SA) among young adults in Finland, Norway and Sweden during the 2000s. Comparable administrative register datasets enabled us to compare year by year the social assistance recipiency of 20-year-old adults in the period 1999-2008, together with information on their parents' social assistance recipiency at the time when those young adults were aged 16 years. The intergenerational odds-ratio for SA was stronger in Sweden than in Finland or Norway. The probabilities of transitioning into SA when having an SA family background have declined in all three countries, but less than the transition probabilities into SA when from a non-SA family. This has strengthened the intergenerational oddsratio in all three countries, though only slightly in Norway. The upwards trend in intergenerational odds-ratios for SA follows almost perfectly the declining trend in the number of 20-year-old recipients in these three countries. When the number of SA recipients decrease, it decreases the transition probabilities into SA more among those with a non-SA family background compared to the those with an SA family background. This difference in the decrease of transition probabilities turns into an increase in the intergenerational odds-ratio.

This paper examines the policy of austerity in three European welfare regimes with differing levels of social spending and fiscal balance: Italy, Sweden and the UK. In spite of significant material differences between the three countries, the paper begins by illustrating that there is ultimately convergence in their responses to the economic crisis. These welfare regimes have justified the terms of austerity by suggesting that economic and welfare reforms address questions of 'need', 'fairness' and 'sustainability'. Contrary to dominant political and policy rationale, the paper demonstrates that austerity measures in each country fail to meet policy objectives given their own conceptions of social and distributive justice. The three welfare regimes lack cogent strategies to safeguard their financial sustainability and this results in a neo-liberal paradigm that compromises the ethical and internal coherence of austerity.
