“…Recent research suggests that employers may more aggressively violate the law in a legal context that demands a higher wage floor. Clemens and Strain (2020) use CPS data to investigate employer noncompliance with minimum wage increases from 2011 to 2018 in a sample of nontipped hourly workers aged 16 to 25 years who are not subject to overtime or commission pay.
