Understanding the Corrective Effect of the Urban Growth Boundary Policy on Land Finance Dependence of Local Governments in China

Abstract: The preference for land urbanization of local governments promotes urban sprawl, which leads to the dilemma of land finance dependence (LFD) of local governments and the negative constraints on the ecosystem of urban areas in China. However, how the urban growth boundary (UGB) policy corrects local governments’ reliance on land finance has not been discussed in depth. “…An adequate and stable supply of land is a necessary guarantee for urban expansion. Urban expansion is a hot academic topic closely related to urbanization, urban sprawl and urban boundary control, and the related research mainly focuses on the spatial and temporal characteristics of urban expansion (Ouyang et al, 2020;Hu et al, 2021;Li et al, 2021), the comprehensive effect of urban expansion (Yang and Li, 2020;Zhao et al, 2020a;Zhao et al, 2020b), and urban growth boundaries (Cong et al, 2018;Hu et al, 2019;Niu et al, 2022).…”

“…The growth rate of most built-up areas in the CP decreased significantly. The 2014-2020 New Urbanization Plan issued a policy description on the demarcation of the urban growth boundary and effectively solved the dilemma of the local government's financial dependence on land [48]. According to the 13th Five-Year Plan for Land and Resources proposed by the Ministry of Land and Resources, the total amount of construction land should be controlled effectively from 2015 to 2020.…”
