Understanding resilience in sustainable development: Rallying call or siren song?

Abstract: This article asks how the concept of resilience has been used in development studies. Set amidst the rise of resilience in sustainable development, it offers insights for scholars and policymakers, alike. Sampling 419 journal articles from 2017 to 2022, it uses Kuhnian paradigms to analyse development knowledge production on resilience. This produces three key findings. First is the absence of a coherent resilience paradigm (with shared definitions, problems and methods) in development studies. Second is its u… Show more

“…Currently, the authors are conducting a bigger field survey and gathering a multidisciplinary collaborative team to perform a study on the interdisciplinary research problems of the traditional defensive settlements and dwellings pedigree of the southeastern coastal regions of China. Architecture and urban and rural planning majors are practice-oriented, focusing on spatial forms, and the research team is based on typology, summarizing the "prototypes" of traditional settle-ments and dwellings and utilizing them as a catalyst [67][68][69][70][71][72] to inspire spatial effects. Geography focuses on theoretical discernment and quantitative analysis, and we employed multi-scale geographically weighted regression (MGWR) [73][74][75][76] to study the spatial and temporal distribution of these traditional defensive settlements and the factors influencing them.…”

“…The SES approach can help with the effective integration of climate change impacts and responses in development planning (Hossain & Alamgir Kabir, 2017), which can foster sustainable development through enhancing social-ecological resilience (Park 2024) and ensuring social and economic development while maintaining ecosystem services across different scales (IPCC, 2014b). SES dynamic perspectives can support progress toward sustainable development through (1) avoiding narrow assumptions about "natural" systems in order to enhance resilience to climate change (Huntsinger & Oviedo, 2014); (2) generating knowledge about the social-ecological conditions, drivers, trends, interrelations, and feedbacks among variables (Dearing et al, 2015); (3) determining and explaining actors' visions and political desires as well as the need for adaptation responses as part of the target knowledge (Maani, 2013;Pohl et al, 2010); and…”

“…A comprehensive report by Mizutori and Guha-Sapir (2020) reveals a stark rise in both the frequency and severity of global disaster events. They captured disaster events as surging by 74.48% from 4212 events in the period between 1980 and 1999 to 7348 events The concepts of resilience and development remain subjects of contention, necessitating clarification for collective actions (Park, 2024). In this study, resilience is employed as a rallying call, following Park (2024), to denote the outcomes of disaster risk management (DRM) and DRR initiatives.…”

In this study, resilience is employed as a rallying call, following Park (2024), to denote the outcomes of disaster risk management (DRM) and DRR initiatives. It emphasizes the fortification of a community or society's structures and functional capacities, enabling them to withstand, assimilate, adjust to, adapt, transform, and swiftly recover from hazard impacts (UNGA, 2016).…”
