Findings of this study concur with findings of prior studies (Bwalya, 2018;San et al, 2017;Munyoka and Maharaj, 2017;Venkatesh et al, 2012;Yang and Forney, 2013) who found that when citizens receive the right support (access to better training, ICT resources, time and money) they tend to build some confidence and trust towards adoption as they found such systems ease to use, affordable and of value to them.
