Light pollution is increasingly affecting ecosystems and human health. We present results from an online survey aimed to chart what aspects of lighting are considered harmful and how light pollution is perceived by the public. We focus on affluent societies by using Finland as an example of a northern industrialised country. The survey generated 2053 responses, particularly from well-educated urban persons living in residential areas and interested in astronomy or environmental issues. The results show that the lighting of residential areas and lighting serving traffic are considered the most common sources of light pollution while commercial lighting is perceived as the most annoying form of light use. Respondents commonly considered light pollution as a disturbance for outdoor recreation and relaxation. The results suggest that the ecological and health effects of light pollution emphasised by the research are poorly known by the people emphasising the aesthetic aspects. The results indicate relatively wide but passive acceptance for policy measures aimed at reducing light pollution.

The long time series of nighttime light (NTL) data collected by DMSP/OLS sensors provides a unique and valuable resource to study changes in human activities. However, its full time series potential has not been fully explored, mainly due to inconsistencies in the temporal signal. Previous studies have tried to resolve this issue in order to generate a consistent NTL time series. However, due to geographic limitations with the algorithms, these approaches cannot generate a coherent NTL time series globally. The purpose of this study is to develop a methodology to create a consistent NTL time series that can be applied globally. Our method is based on a novel sampling strategy to identify pseudoinvariant features. We select data points along a ridgeline-the densest part of a density plot generated between the reference image and the target image-and then use those data points to derive calibration models to minimize inconsistencies in the NTL time series. Results show that the algorithm successfully calibrates DMSP/OLS annual composites and generates a consistent NTL time series. Evaluation of the results shows that the calibrated NTL time series significantly reduces the differences between two images within the same year and increases the correlations between the NTL time series and gross domestic product as well as with energy consumption, and outperforms the Elvidge et al.(2014) method. The methodology is simple, robust, and easy to implement. The quality-enhanced NTL time series can be used in a myriad of applications that require a consistent data set over time.Index Terms-Calibration sites, intersensor calibration, ridge regression, ridge sampling and regression, ridgeline sampling regression (RSR), satellite image normalization.

Abstract:Outdoor lighting is becoming increasingly widespread, and residents are suffering from serious light pollution as a result. Residents' awareness of their rights to protection has gradually increased. However, due to the sometimes-inaccessible nature of residential vertical light incidence intensity data and the high cost of obtaining specific measurements, there is no appropriate hierarchic compensation for residents suffering from different degrees of light pollution. It is therefore important to measure light pollution levels and their damage at the neighborhood scale to provide residents with basic materials for proper protection and to create more politically-suitable solutions. This article presents a light pollution assessment method that is easy to perform, is low-cost and has a short data-processing cycle. This method can be used to monitor residential zone light pollution in other cities. We chose three open areas to test the spatial variation pattern of light intensity. The results are in accordance with spatial interpolation patterns and can be fit, with high precision, using the inverse distance weighted interpolation (IDW) method. This approach can also be used in three dimensions to quantitatively evaluate the distribution of light intensity. We use a mixed-use zone in Beijing known as The Place as our case study area. The vertical illumination at the windows of residential buildings ranges from 2 lux to 23 lux; the illumination in some areas is far higher than the value recommended by CIE. Such severe light pollution can seriously interfere with people's daily lives and has a serious influence on their rest and health. The results of this survey will serve as an important database to assess whether the planning of night-time lighting is scientific, and it will help protect the rights of residents and establish distinguished compensation mechanisms for light pollution.
