Um Município “Diárquico”? A Atuação Dos Partidos Políticos No Legislativo De Rio Grande - Rs No Final Da Ditadura Civil-Militar (1983-1985)

Abstract

This article analyzes the municipal legislature of Rio Grande-RS during the last years of the civil-military dictatorship. The aim of the study is to understand how parties positioned themselves in the face of the end of dictatorship in a National Security Area municipality, which had a mayor appointed by the regime, and a legislature chosen by direct elections to oppose dictatorship. Through content analysis, the investigation analyzed 337 documents of the Rio Grande City Council, during the years 1983 and 1985, seeking to identify the councilors' positions on the context of the dictatorship and redemocratization of the country. The research results showed the transformations that occurred in the behavior of the stands over the years analyzed, with highlights for the oppositions, which denounced the military dictatorship at national and local level. In addition to the process of reorganization and emptying of the PDS with the deepening of redemocratization.
