Two Types of Rental System? An Exploratory Empirical Test of Kemeny's Rental System Typology

Abstract: The organisation of the rental market varies from country to country. Kemeny draws a distinction between societies with an integrated rental system (relatively minor differences between the non-profit and the profit rental sectors) and societies with a dualist rental system (relatively major differences between the non-profit and the profit rental sectors). In this exploratory paper, Kemeny's typology is tested against data from the European Community Household Panel (ECHP). The tentative conclusion is that in… Show more

“…This concerns the Landlord Levy and the strict housing allocation rules that are the result of passend toewijzen. In my opinion, these two measures reinforce the process of residualization (increasing concentration of lower income groups in a shrinking social rental sector) that is already under way, and that has been observed by various authors (Elsinga et al 2008;Hoekstra 2009;Musterd 2014). This process has negative effects on the Dutch housing system because it leads to a growing shortage of social rental dwellings, unaffordability of rental housing and increased chances of spatial segregation and problem accumulation.…”

“…As Hoekstra (2009) has shown, there is some empirical support for the validity of Kemeny's classification, while at the same time it is problematic to put countries like Germany or Ireland into it.…”
