By analyzing the relations of communities and places in sparsely located rural areas, this article argues that rural community is not a stable unity tied to a place, but a phenomenon closely tied to its members’ connections to the interdependent concept of urban/rural, especially in terms of their mobility practices. In this study, the new mobilities paradigm was applied to reveal how everyday relational and routine aspects connected to material, structural, socio-cultural and economic conditioning dynamically intertwine to form a rural community. The analysis is based on three regional case studies in Estonian sparsely populated areas, which are diverse in terms of geographical location, demographic composition, type of settlement, history, and welfare conditions. By using qualitative in-depth interviews with people (N=60) who were involved with the locations, the article analyses everyday mobilities in these communities, especially in terms of interrelatedness to structural, social and material factors. The study has brought out interrelated themes that are connected to the use of rural representations in terms of individual and social self-reflection, the importance of social and material infrastructures, and the dynamics of these borders in communities and shaping community relations.

This article examines the processes of urban commoning and its co-produced features of urbanity, making the claim that, through these processes, informality becomes translated into institutionalized city planning. Commoning is analysed through a comparative study that utilizes contingent features of urbanity and three modalities accommodating the informality-formality meshwork during urban change. The article contributes to research on urban transformations by integrating commons, informality dynamics and the constitution of state institutions. This focus is elaborated with reference to collective gardening practices in the context of two of the less studied European cities, Narva in Estonia and Tampere in Finland. The results of the study indicate that urban commoning takes place through delegating a public mandate and enacting uncertainty, two processes that informalize city government practices. Particular differences appeared in regard to the institutional porosity that enables unregulated spaces of collective gardening to be mobilized as part of urban politics. We argue that networked movements appear as an essential part of the urban logic of action producing meaningful connections in an informal-formal meshwork and bringing together multiple sites in the commoning process.

Economic aspects for determining attractiveness of territories

The paper is dedicated to issues related to the development of territories by means of improvement of efficiency and development of cityplanning systems. One of the top components of the territory attractiveness is economic. Economic indicators are formed taking into consideration development of social parameters of this territory, and have reverse influence on the social development of territory. Economic indicators have impact on economic and innovative components of territorial development. Therefore, the importance of issue related to the improvement of economic component efficiency defined the purpose of this paper. The paper analyses indicators and criteria of economic attractiveness of territory, such as business activity, production potential, human resources management and investment component. Territory economic attractiveness assessment method is proposed using analysis, assessment and calculation of every single indicator of economic component of spatial-organizational model of city-planning system.
