Waste incineration is becoming the dominant method of waste disposal globally, including in China. Local residents are concerned about the potential negative impacts of waste incineration plants (WIPs) on their environment and health. This study aimed to measure the differences of risk perception of local residents living within 0-3 km versus those living 3-8 km distant from a WIP and explore other factors associated with risk perception. A cross-sectional study was conducted in communities surrounding three municipal WIPs in Dongguan, China. Of 881 residents randomly selected, 454 lived within 0-3 km and 427 lived 3-8 km from their local WIP. Differences in risk perception between the two groups and factors associated with risk perception were analyzed using multivariable logistic regression. Seventy percent of the residents reported a high overall risk perception towards the WIPs. Overall risk perceptions, perceived health effects, and psychological stress domains were not significantly different between those living within 0-3 km and 3-8 km groups after adjusting for other variables. The effect of distance on risk perception was modified by social trust, as the study found that those in the 0-3 km group having low social trust had significantly higher risk perception. Gender, marital status, housing type, and duration of residence were independently associated with risk perception. Social trust is an important factor in alleviating the residents' risk perceptions towards a WIP, and is further affected by the distance from the WIP. It is essential for WIP governors to provide accurate information about WIPs to their residents along with good quality control.

IntroductionThe demographic growth and the development of the welfare system have been accompanied by an important social dilemma between preserving nature or promoting energy development by assuming the benefits and risks of both proposals. This research attempts to address this social dilemma by analyzing the psychosocial factors that influence the acceptance or rejection of a new uranium mining development and exploitation project. The main objective was to test an explanatory theoretical model of uranium mining project acceptance, based on the interrelation of sociodemographic variables (e.g., age, gender, economic and educational situation, and level of knowledge about uranium energy) and cognitive variables (e.g., environmental beliefs, risk, and benefit perceptions), along with the activation of an emotional balance in response to the proposal of constructing a uranium mine.MethodThree hundred seventy-one individuals responded to the questionnaire about the variables included in the model.ResultsThe results showed that older participants showed lower levels of agreement with the mining proposal people, while women and those with greater knowledge of nuclear energy perceived greater risks and had a more negative emotional balance. The proposed explanatory model based on sociodemographic, cognitive, and affective variables showed good fit indices for explaining the assessment of the uranium mine. Thus, age, level of knowledge, risks and benefits, and emotional balance had a direct effect on the acceptance of the mine. Likewise, emotional balance showed a partial mediation effect between the relationships existing between the perception of benefits and risks and the acceptance of the mining proposal.DiscussionThe results are discussed based on the consideration of analyzing sociodemographic, cognitive, and affective variables to understand potential conflicts in communities affected by energy projects.

International humanitarian law (IHL) is struggling to catch up with military technological development. The international community is increasingly alarmed at the prospect of lethal autonomous weapon systems (LAWS) operating without a human interface. The international community's concern with autonomous enabling technology in weapon systems is whether weapon systems with the ability to identify, select, and attack military targets with little to no human control can comply with existing IHL rules and be morally and ethically acceptable. This chapter explores an expanded concept of social licence to operate (SLO) to regulate the development of LAWS. The authors believe that it is more efficacious to take a preventative and precautious approach by holding the developers accountable to IHL during the gestation period instead of following a post facto approach. The authors argue that the process involved in issuing or revoking an SLO for the developers of LAWS is already beginning to emerge in IHL. The SLO is only effective during the developmental cycle and would continue as soft law form in regulating the use of LAWS until a more concrete, treaty-based response emerges.
