The smart and sustainable bioeconomy represents a comprehensive perspective, in which economic, social, environmental, and technological dimensions are considered simultaneously in the planning, monitoring, evaluating, and redefining of processes and operations. In this context of profound transformation driven by rapid urbanization and digitalization, participatory and interactive strategies and practices have become fundamental to support policymakers, entrepreneurs, and citizens in the transition towards a smart and sustainable bioeconomy. This approach is applied by numerous countries around the world in order to redefine their strategy of sustainable and technology-assisted development. Specifically, real-time monitoring stations, sensors, Internet of Things (IoT), smart grids, GPS tracking systems, and Blockchain aim to develop and strengthen the quality and efficiency of the circularity of economic, social, and environmental resources. In this sense, this study proposes a systematic review of the literature of smart and sustainable bioeconomy strategies and practices implemented worldwide in order to develop a platform capable of integrating holistically the following phases: (1) planning and stakeholder management; (2) identification of social, economic, environmental, and technological dimensions; and (3) goals. The results of this analysis emphasise an innovative and under-treated perspective, further stimulating knowledge in the theoretical and managerial debate on the smart and sustainable aspects of the bioeconomy, which mainly concern the following: (a) the proactive involvement of stakeholders in planning; (b) the improvement of efficiency and quality of economic, social, environmental, and technological flows; and (c) the reinforcement of the integration between smartness and sustainability.

On the one hand, web-based idea management platforms such as IdeaScale, Spigit, and BrightIdea can be used to facilitate the sharing of ideas and insights from existing EU and international cohorts of relevance to COVID-19. These platforms can be used to capture ideas from the experts, employees, public and other stakeholders (internal and external), and to facilitate the exchange of ideas and insights in a structured and organized way. On the other hand, Quadruple Helix networking can be used to facilitate collaboration and knowledge sharing between existing EU and international cohorts of relevance to COVID-19. This approach involves bringing together four key stakeholders – government, industry, academia, and civil society – to work together to develop solutions to the grand societal challenges posed by the pandemic. In this paper authors will fill the gap between web-based IMS practical application and theoretical framework of Quadruple Helix model to demonstrate potential benefits of merging of these elements. To bridge the gap systematic and analytical literature review will be done to create new Quadruple Helix web-based IMS framework and demonstrate it in action with case study taken from the creative industry. Aim of the research: potential of web-based idea management application in Quadruple Helix context in networking of existing EU and international cohorts of relevance to COVID-19. To reach the aim this research uses a combination of literature review, action-based research, and descriptive analysis to analyse the data and draw conclusions. Main conclusions: proves the potential of web-based IMS application with Quadruple Helix context. The application of the web-based IMS and Quadruple Helix approach is holistic and adaptable. Authors have created Quadruple Helix Adaptation in Idea Management Application Framework by including elements such as: Application elements includes: P1 is idea generation process, P2 is idea evaluation, P3 continuation of IM; Adaptation elements includes Quadruple Helix approach partners: Q1: universities, Q2: civilians; Q3: businesses; Q4: government.

“…The combined effect of university -industry -government being the dominant helix model and the reasoned concerns present above confer a sizeable contingent argument to confer additional academic attention to a less common perspective, which contemplates these objections, allowing nevertheless the expansion of the model to address further dynamics within the Triple Helix. Since the emergence of the Triple Helix, expansions to Quadruple, Quintuple, N-tuple helices, and models decomposing higher-order helices into multiple interrelated triple helices, or two-layer triple helices have been proposed. Albeit presenting alternative conceptual frameworks these different Helix models seem unsuited to address internal boundaries to the institutional spheres of the university, industry, and government. Addressing this circumstance, the present article pursues the research purpose of conceptualizing a perspective that opens the possibility of analysis to occur between but also within the boundaries of the institutional spheres. To that effect it advocates the application of different reference frames (scopes) to capture the dynamics that empirically emerge from the system under research. The novelty of this study is that it expands the existing theory by proposing that adding “scopes” (instead of introducing new helices) can increase the analytical potential of the Triple Helix.
