This paper focuses on the problem of scheduling and routing workers in a courier service to deliver packages for a set of geographically distributed customers and, on a specific date and time window. The crew of workers has a limited capacity and a time window that represents their labor length. The problem deals with a combination of multiples variants of the vehicle routing problem as capacity, multiple periods, time windows, due dates and distance as constraints. Since in the courier services the demands could be of hundreds or thousands of packages to be delivered, the problem is computationally unmanageable. We present a threephase solution approach. In the first phase, a scheduling model determines the visit date for each customer in the planning horizon by considering the release date, due date to visit and travel times. We use an expert system based on the know-how of the courier service, which uses an inference engine that works as a rule interpreter. In the second phase, a clustering model assigns, for each period, customers to workers according to the travel times, maximum load capacity and customer's time windows. We use a centroid based and sweep algorithms to solve the resulted problem. Finally, in the third phase, a routing model finds the order in which each worker will visit all customers taking into account their time windows and worker's available time. To solve the routing problem we use an Ant Colony Optimization metaheuristic. We present some numerical results using a case study, in which the proposed method of this paper finds better results in comparison with the current method used in the case study.

ABSTRAKI. PENDAHULUAN enyakit sering disebabkan oleh virus, bakteri dan jamur. Penyakit yang terjadi pada balita sangat banyak dan membutuhkan penanganan untuk penyembuhannya. Dalam penelitian ini penyakit yang diangkat pada balita adalah berkenaan dengan telinga, hidung dan tenggorokan (THT). Dokter di rumah sakit, klinik ataupun Puskesmas sebelum memberikan jawaban hasil diagnosa jenis penyakit , akan dilakukan terlebih dahulu terhadap timbulnya gejala-gejala yang menyerang balita. Penanganan terhadap banyaknya pasien balita membutuhkan waktu untuk penanganan yang panjang, dengan tenaga medis yang terbatas. Abstrak-Anak-anak pada usia 2 bulan sampai 5 tahun (Balita) lebih rentan terkena penyakit. Lingkungan sangat mempengaruhi kesehatan Balita. Penelitian ini bertujuan untuk membuat sebuah aplikasi sistem pakar diagnosa penyakit pada Balita berbasis mobile. Penelitian ini terdiri dari tiga tahap. Tahap pertama adalah pengumpulan data dan informasi dari Manajemen Terpadu Balita Sakit (MTBS) dan wawancara dengan Bidan. Dari pengumpulan data dan informasi tersebut ditemukan fakta penyakit, keluhan, gejala dan saran penanganan. Tahap kedua adalah pembuatan rule dengan 18 penyakit. Tahap ketiga adalah implementasi aplikasi sistem pakar berbasis mobile dengan fitur diagnosa penyakit, riwayat diagnosa dan kumpulan penyakit. Aplikasi sistem pakar yang dibuat dapat mendiagnosa penyakit dan memberikan saran penanganan. Hasil evaluasi dari 50 data uji coba menghasilkan tingkat akurasi sebesar 82%, dimana 41 hasil diagnosa yang benar dan 9 diagnosa yang salah.Kata Kunci-Sistem Pakar, Forward Chaining, Diagnosa Penyakit, Manajemen Terpadu Balita Sakit, Knowladge Base Abstract-Children at the age of 2 months to 5 years (toddlers) are more susceptible to disease contagious. Environmental condition significantly influences the children health. This research aimed to create a mobilebased expert system application to diagnose disease in toddlers. This research consist of three stages. The first stage were data and information collection from Manajemen Terpadu Balita Sakit (MTBS) and interview with medical staffs. From the first stage, we can discover the disease facts, signs, symptoms and treatment advices. The second stage was the construction of rules for 18 diseases. The third stage was the implementation of mobile-based expert system application with features of disease diagnosis, diagnosis history and collection of disease diagnosis. Expert system application made able to diagnose the disease and provide treatment advice. The results of evaluation using 50 testing data provides the level of accuracy of 82%, where 41 diagnosis result were true and 9 diagnosis were false.
