ABSTRACT:The mediatization of politics is generally explained in relation to the legitimacy requirements of the modern state and as such, it is typically confined to the national media sphere. Can we speak in any meaningful way of mediatization beyond the national? The European Union (EU), which operates under increasing legitimacy constraints and is exposed to the salience of media debates that contest its public legitimacy, is a case in point. Is the EU becoming mediatized? And what are the effects of EU mediatization? Under what conditions can the mass media become a facilitator of European integration? The issue at stake is whether the media (new and old) can have an integration function beyond the national and facilitate the building of democratic legitimacy of the European Union. We propose that the concept of mediatization offers the theoretical and analytical tools necessary to understand precisely how the interaction between the EU polity and the media unfolds and how it impacts on the process of the EU's public legitimation. First we deliver a general account of mediatization, highlighting its core definers and main points of critique that the concept has attracted. We then show how mediatization is relevant to the EU polity and propose an analytical model that can capture this process empirically.

In this paper it is analysed whether the euro-crisis has induced a change in the degree of Europeanization of national public spheres. It is argued that 'mediatizing politics' on TV is a prerequisite for the accountability structures of liberal democracies. Examining the degree of Europeanization of public broadcaster news in Germany and the Netherlands in 2008 and 2011 this paper gauges the changes in terms of visibility of European issues and in terms of salience of items on European issues. Moreover it is analysed which news categories predominate, the tone of news items on European issues, and which explicit evaluations of European integration appear -and how these elements are affected by the euro-crisis. Finally, it is shown that although the Europeanization of public spheres increased as the euro-crisis developed, the EU was mostly portrayed negatively, focused predominantly on economic issues and political contestation was hardly visible. *

Zusammenfassung: transnationale Öffentlichkeiten werden als Räume der Verdichtung von öffentlicher, medial vermittelter politischer Kommunikation begriffen, die den nationalen Bezugsraum übersteigen. Der Überblick über die vorliegende empirische forschungsliteratur integriert bisher unverbundene Perspektiven auf Öffentlichkeit, indem er fünf verschiedene potentielle triebkräfte der transnationalisierung von Öffentlichkeit in den Blick nimmt: (1) transnationale Medien in Europa, (2) verschiedene Akteursgruppen als sprecher einer europäischen Öffentlich-keit, (3) die Europäisierung nationaler Mediendebatten, (4) die Ausprägung europäischer Medienevents und (5) die Entstehung europäisierter Medien- und Bürgerpublika. Im Ergebnis zeigt sich durchgängig das Muster einer mehrfachen segmentierung transnationaler Öffentlichkeit. Aus einem solchen zugang ergeben sich forschungsperspektiven, die die transnationalisierung von Öffentlichkeit als einen multidimensionalen, langfristig-strukturellen und mehrfach segmentierten Prozess sichtbar machen, der in national geprägten politischen Diskurskulturen gründet. Schlüsselwörter: transnationalisierung · Europäische Öffentlichkeit · Europäische union · Politische Kommunikation · MedieneventsAbstract: Transnational public spheres are defined as spaces of thickened public, mediated political communication that extend beyond the national territory. synthesizing the existing empirical literature, the emergence of transnational public spheres in Europe is assessed by looking at five potential driving forces of transnationalization: (1) transnational media in Europe, (2) different groups of actors as speakers in a Europeanized public sphere, (3) the Europeanization of national media debates, (4) the development of European media events, and (5) the emergence of Europeanized audiences and publics. Results show a recurring pattern of a multi-dimensional segmentation of the transnational public sphere. In conclusion, research perspectives are developed that focus on the transnationalization of public spheres as a multidimensional, long-term, structural and segmented process that is rooted in nationally circumscribed political discourse cultures.
