Transnational European research collaboration to tackle plant health threats: Euphresco and its contribution to the new EU Plant Health Regulation

Abstract: The new EU Plant Health Regulation published in December 2016 is intended to modernize the EU plant health regime and to address the challenges posed by globalization of trade and climate change, overcoming the limits of the previous Directive. The main weaknesses of the approach taken so far are linked to the discontinuous links between phytosanitary policy (determined at EU level) and research supporting such a policy, implemented at country level. Since 2006 Euphresco has developed a platform for research c… Show more

“…One possibility is to regulate pests and define quarantine measures, specific to world regions. For instance, a recent change in the EU plant health regulations now distinguishes quarantine pests (QP) and regulated non quarantine pests (RNQP), which has important repercussions in term of mandatory di agnostics in the control of plant material movement (Giovani et al, 2015(Giovani et al, , 2019Picard et al, 2017Picard et al, , 2018. In the current version of the ISTA RPL, 80/126 host-pest pairs involve pests already regulated, as indicated in the EPPO Global database.…”

“…The goal of the network is to increase coordination of plant health research programming and support transnational collaboration. The benefits of this coordination are multiple and have been described in [5,6]. Many projects commissioned through the Euphresco network relate to diagnostic issues but also facilitate preparedness regarding pests (such as the project 'Tree Borers: risk assessment, risk management and preparedness for emerald ash borer and bronze birch borer (PREPSYS)' (https://drop.e uphresco.net/data/f4164235-1e51-4333-aabd-d89f341c43fd (accessed on 26 June 2023)).…”
