Actual and projected water scarcity has accelerated the scale of hydrological infrastructure and the number of Inter-Basin Water Transfers (IBWTs), which move freshwater from one geographically distinct river catchment or basin to another. IBWTs are supply-side programs that pose distinct water governance challenges. If all projected IBWTs are completed by 2050, the volume of water transferred would be 48% of global water withdrawals. This article examines IBWTs from a socionatural perspective. Building on the political ecology scholarship of hydrosocial territories, I probe how IWBTs co-constitute and reconfigure socionatural relations, and how these are experienced by communities and ecologies in unequal ways. I discuss how IBWTs bring about changes, what features of hydrosocial territories they influence, and what conflicts emerge. For 29 IBWTs I define their multiple socionatural dimensions – biophysical, socioeconomic and governance – and the interrelations between them. IBWTs generally degrade biophysical and socioeconomic conditions for communities in water-sending "donor" basins, and condition future territorial reconfigurations. Water governance institutions are ill-equipped to take on the challenge that IBWTs bring in governing across multiple basins, indicated by the conflicts they generate. These concern defense of territory and ways of life, as well as allocation disputes. Political conflicts emerge because worlds shift irrevocably when IBWTs become fixtures of hydrosocial territories.

Depuis les textes agronomiques arabes et le Théâtre d'agriculture d'Olivier de Serres jusqu'aux analyses les plus récentes sur les irrigations, la question de l'optimisation des usages agricoles de l'eau se heurte à des enjeux de plus en plus complexes. L'article s'attache à comprendre la manière dont l'irrigation a été progressivement modernisée en centrant le regard sur la France méridionale et le Maghreb, tout en étudiant les problèmes techniques, juridiques et sociaux induits par ces transformations. Si des équipements sont créés dès la période médiévale puis aux XVIe et XVIIe siècles, c'est à partir de la deuxième moitié du XVIIIe siècle qu'ingénieurs et agronomes développent un discours cherchant à rationaliser les usages de la ressource en eau pour accroître la productivité agricole. L'impulsion politique se développe ensuite dans différents cadres par une clarification des règles juridiques, une réflexion pluridisciplinaire et l'appui à la création de grands équipements, en métropole et en contexte colonial. Ces évolutions se heurtent à des modes d'organisation traditionnel, augmentant les phénomènes de concurrences non plus seulement entre usages mais entre types d'irrigation. Le principe d'une meilleure efficacité assurée par une grande hydraulique encadrée par des structures centralisées, tel qu'il est théorisé par Wittfogel en 1957, a été remis en cause aussi bien dans un cadre néolibéral reprenant l'idée de la « tragédie des communs » que dans une approche inverse attentive aux bienfaits de la gestion locale de l'eau, théorisée par Elinor Ostrom et « l'école des commons ». L'héritage des équipements, des pratiques et des organisations est donc multiple et justifierait une formation d' « hydronomes » combinant les sciences agronomiques, les sciences de l'eau et les sciences humaines dans un cadre marqué par de nouveaux défis environnementaux et sociaux.

However, the project was still under public debate at the beginning of our work, and the allocation of the water and associated costs of the project among the different beneficiaries was one of the most debated issues in this debate (Ruf, 2015;Rinaudo and Barraque, 2015). Therefore, the full project has not been considered in this work.…”

Numerous demand or supply management options are available, from which adaptation measures need to be selected in a context of high uncertainty of future conditions. Given the interdependency of water users, agreements need to be found at the local level to implement the most effective adaptation measures. Therefore, this thesis develops an approach combining economics and water resources engineering to select a cost-effective programme of adaptation measures in the context of climate change uncertainty, and to define an equitable allocation of the cost of the adaptation plan between the stakeholders involved.A framework is developed to integrate inputs from the two main approaches commonly used to plan for adaptation.
