Evaluation of training effectiveness signifies measuring the improvement in the participant's knowledge, skill and behavior within the organization as a result of the acquired training experience. This measurement helps to match the training design and implementation cost with the associated benefits. Thus, it indicates whether the program has been able to deliver its intended goals and objectives. The purpose of this paper is to evaluate the effectiveness of 'The Development of Ecotourism in the Middle East Countries' (DEMEC) training program using the eQvet-us Model. Both objectives and evaluations levels of the model are implemented following the Plan-Do-Check-Act cycle (PDCA) in opposite senses. Results expose the training program effectiveness in both levels and in each phase of the PDCA cycle. In the objectives level, the effectiveness of the program building and the alignment between outcomes and contents, performance, knowledge, and motivation are analyzed. In the evaluations level, training impact on participants' reaction, learning, behavior, and results are investigated including: knowledge, skills, and behaviors of exparticipants; training impact on career promotion of ex-participants; training impact on knowledge, skills, and attitudes transfer to fellow colleagues at work; training impact on relationships with local people; and networking with other ex-participants. Finally, this paper sets recommendations to improve the effectiveness of DEMEC training program.

How to Evaluate Curricula in Higher Education? Designs Based on Four-Stage Evaluation and Discrepancy Models * Elif İLHAN, Nurdan KALAYCI ÖZ Üniversitelerin eğitim, araştırma ve topluma hizmet görevlerini bilimsel, teknolojik, ekonomik ve sosyal alanlarda yaşanan gelişmeler ile uyumlu bir şekilde gerçekleştirmeleri beklenmektedir. Üniversitelerin en önemli görevlerinden biri olan eğitim görevinin niteliğinin/ kalitesinin artırılması için eğitim/öğretim programlarının program geliştirmenin kuram ve ilkelerine göre geliştirilmesi gerekmektedir. Program geliştirme çalışmalarına, yeni geliştirilecek programa ilişkin ihtiyaç analizinin yapılması veya uygulanmakta/uygulanacak olan programın değerlendirilmesiyle başlanılmalıdır. Program değerlendirme çalışmalarında genel ilke/kurallar dikkate alınmalı ve bu çalışmaların her biri, bir ya da birden fazla değerlendirme modeline dayandırılarak yapılmalıdır. Bu çalışmanın amacı, yükseköğretimde öğretim programlarını değerlendirme sürecinde gerçekleştirilebilecek işlemleri açıklamak ve bu süreçte kullanılabilecek program değerlendirme modellerine dayalı tasarımlar geliştirmektir. Bu çalışma, bir derleme çalışmasıdır. Çalışmada, yükseköğretimde öğretim programları değerlendirilirken gerçekleştirilmesi önerilen işlemler açıklanmış ve değerlendirme sürecinde kullanılmak üzere Kirkpatrick'in dört aşamalı değerlendirme ve Provus'un farklar modellerine dayalı iki farklı tasarım sunulmuştur. Bu tasarımlar, yükseköğretimin eğitim görevinin niteliğini artırmaya yönelik çalışmalar yapan uzman/birim/komisyon/merkezler tarafından eğitim/öğretim programları değerlendirilirken kullanılabilir.

The evaluation of training is important because of the resources committed to training and the need for an effective performance by employees, but in practice, it is difficult to measure the return on training investment (ROI). Here, we follow the Kirkpatrick and Phillips model to measure the ROI from 327 training programs at the Portuguese national railway company in the calendar year 2016. Additionally, we use a fuzzy‐set Qualitative Comparative Analysis (fsQCA) on company records to determine the causal configurations that lead to higher values of ROI. In doing so, we add to the measurement literature but our major contribution is the use of fsQCA to provide a deeper analysis than hitherto of the factors associated with higher or lower ROI. The findings show the importance of complex causation for ROI and offer five alternative configurations of conditions that lead to higher ROI values. There are only three configurations of conditions that lead to lower ROI values. Further, the results show the importance of organizing training programs in small groups. Although the results cannot be generalized due to the use of national data in the study, the proposed method of analysis is generally applicable.
