My personal collaboration with Tim Kraski as a research assistant was extraordinary. Together, we have organized, among other things, numerous conferences (besides the European e|Dem and e|Gov Days) as well as study trips with student groups to Brussels. Also, we conceived and implemented together the binational doctoral program and the double master's program "Governance in Multilevel Systems -International Relations/Science of State" of the Andrássy University of Budapest and the University of Passau. Tim has always performed these tasks with great commitment, extraordinary skills and impressive engagement. Also, he was a popular and committed lecturer among our students at the Andrássy University. His courses were perfectly prepared and loved for their great atmosphere.Besides working at my Chair and on his dissertation, Tim Kraski showed a keen interest in current political issues. A particular focus of interest was in the field of political education. He was well aware that a free and democratic political order depends on the political education of its citizens. His numerous papers and conference lectures are evidence of his great academic interest and engagement.With Tim Kraski our conference community, the Andrássy University and the scientific community lose an extremely committed and talented young man who, with his dedication and skills, could have done so much more for his academic field and for political education. All people who worked with him are losing a colleague and a friend who demonstrated a great ability for a wonderful cooperation, and who was highly valued for his friendly manner, his humour and his great attention for his colleagues. Personally, I am losing a doctoral student, a colleague and a friend who was a particularly important dialog partner for me. Tim Kraski died much too young, but he will stay with us in our memories. Our thoughts are with his closest relatives -his wife, his parents and his sister -to whom we owe our sincere condolences.

Traditional societies, as all societies, have structures that are basically determined by a mixture of social and economic values. Modern societies are viewed as being motivated principally by economic incentives which as a rule overwhelm social values, while traditional societies are considered to place more emphasis on social values and only secondary importance on economic motivations. The evolution of societies from traditional to modern is assumed to be connected with a simultaneous shift of emphasis from social to economic values. The relative importance of the two value-systems depends upon the stage of economic development of societies, though quantification is an issue which will not find social scientists in full agreement with one another. † The author has worked as a United Nations advisor to the government of Western Samoa between 1972-1974. The comments of an anonymous referee on an earlier draft have contributed to the clarification of several points.135 Downloaded by [UQ Library] at 07:57 17 November 2014 From the point of economic development the important consideration is how to enlist the support of people for changing their perception of values and transform them gradually to "economic men". While economic development is connected with the introduction of new methods of production, of new institutions and generally with a reorganisation of the social structure, traditional societies are reluctant to accept change. Some changes inevitably affect these societies, which can no longer claim to be isolated islands in the modern world of interconnections and interdependencies. Traditional societies cannot avoid these changes, which are slow and not enough to produce by themselves rapid economic betterment. Visible improvement in material standards seems to require changes that are frequently conceived to be revolutionary by the standards of poor countries, and as such are not endorsed by them. Marxists continue to argue in favour of overt revolutions as the avenue to development. Others believe in silent revolutions which are designed to modifying the structure of societies through the cooperation of people instead of through coercion as advocated by marxists. The non-marxist model of economic development is regarded as humane and democratic, and its effectiveness is enhanced by assigning a large role to the public sector. Government responsibility is not as embracing as in the marxist model, although failures or successes are frequently attributed exclusively to government actions. The slow speed at which innovations are accepted in developing countries can be explained by several factors not the least important of which is the fact that innovations should be shown to produce desirable results, preferably within a time span that is short enough to be seen and appreciated by people.
