Towards Real-Time Service from Remote Sensing: Compression of Earth Observatory Video Data via Long-Term Background Referencing

Abstract: City surveillance enables many innovative applications of smart cities. However, the real-time utilization of remotely sensed surveillance data via unmanned aerial vehicles (UAVs) or video satellites is hindered by the considerable gap between the high data collection rate and the limited transmission bandwidth. High efficiency compression of the data is in high demand. Long-term background redundancy (LBR) (in contrast to local spatial/temporal redundancies in a single video clip) is a new form of redundancy … Show more

“…Instead, staff review samples of video after the completion of trips (Garland Shen, LTFV, personal communication, 13 July 2018). Thus, a technological improvement priority may be to reduce the cost for satellite data transfers, perhaps through improvements in compressing the digital imagery files (Lohar et al, ; Xiao et al, ).…”

“…This manuscript presented a number of research contributions related to fast block matching algorithms in video motion estimation. Specifically, methods were proposed to reduce the computational complexity of lossless and lossy block matching algorithms, which is crucial for the effective processing of remote sensing data [58]. The proposed algorithm will enable faster yet quality transmission of video data, specifically, acquired by UAVs and surveillance cameras for remote monitoring and intelligent decision making in the context of multidisciplinary smart city applications…”

“…As one of the most promising developments in remote sensing imagery, the satellite videos captured by Skybox and JL-1, have facilitated several emerging research and applications, including super resolution [1,2], video encoding [3,4] and target tracking [5,6]. They expand the earth observation capacity to rapid motion monitoring, such as vehicle and ship tracking [5,7,8].…”
