With technological advances in the telecommunications sector, everyone around the world would like to be connected seamlessly anytime anywhere through the best network. Making a transition from one network to another and moving between heterogeneous networks is not the only problem that worried specialists, scientific and mobile operators; the concern of QoS is as important as the handoff, The requirements like capability of the network, network conditions, handoff latency, power consumption, network cost, and user preferences must be taken into consideration during vertical handoff. Importance of inter working between architecture requires adaptive approaches to implement the vertical handoff mechanism in 4G wireless networks and produce an effective service for the user by considering handover parameters.In this paper, we analyzed the main approaches for vertical handoff to offer a systematic comparison for new researchers. The survey revealed the need for new approach which satisfy the most important requirements and reduce the HO failure probability and the number of unnecessary handover.

SUMMARYNext Generation Network (NGN) is envisioned to be an inter-working environment of heterogeneous networks of wired and wireless access networks, PSTN, satellites, broadcasting, etc., all interconnected through the service provider's IP backbone and the Internet. NGN uses multiple broadband, QoS-enabled transport technologies and servicerelated functions independent from underlying transport-related technologies. The operations and management of such interconnected networks are expected to be much more difficult and important than the traditional network environment. In this paper, we present an overview of the current status towards the management of NGN and discuss challenges in operating and managing NGN. We also present the operations and management requirements of NGN in accordance with the challenges. We then present standardization activities of NGN management and some of the notable research and development efforts related to NGN management.

In 4G cellular system, due to the mobility, proper handoff or handover management is critical to ensure seamless migration from one cell to another cell. Besides of maintaining the connection quality during a handover process, any advanced handover algorithms which can minimize required resources for the connection are critical. When connections need to migrate between heterogeneous networks for performance and high-availability reasons, seamless vertical handoff (between different access technologies) is a necessary first step. In this paper, we try to simulate vertical handoff with a dynamic decision according to the Received Signal Strength (RSS); and we build a self-learning, self-optimization and selforganization to make the best decision by using Artificial Neural Network (ANN) and Fuzzy Junction Computation (FJC).
