Towards A Network of Locally Managed Marine Areas (LMMAs) in the Western Indian Ocean

Abstract: In the Western Indian Ocean (WIO), local communities are increasingly assuming responsibility for inshore marine resources either on their own or through collaborative management arrangements with governments or non-state actors. In this paper, we trace the evolution and expansion of community management in the WIO and present the first ever inventory and assessment of the region’s locally managed marine areas (LMMAs). We compare the key attributes of these areas to those under government stewardship and asses… Show more

“…Locally managed MPAs by municipalities, local organizations or foundations could be a way to cope with this major gap. The Locally Managed Marine Areas (LMMAs) in the Pacific Islands could work as a successful example for communities for conserving their resources through communitybased management [11,29].…”

“…This is a reflection of the changing perceptions on human-environment interactions, and deeper appreciation of the significance and complexities of the human dimension in biodiversity conservation (Rocliffe et al, 2014). Conceptually, some conservation (NRM) and CS initiatives have woven together the realities of societal processes, particularly demographic dynamics, people's livelihoods and cultural value systems, with the estimations of the economic status of environmental resources together with their habitats (Sultan, 2012).…”

“…Efforts to increase WIO's coral reef biodiversity conservation increased since the early 1980s, when only 15 coral reef MPAs were in Kenya, Mozambique and Seychelles (Rocliffe et al 2014;Salm 1983;Wells et al 2007). Most countries in the region have reached the Convention on Biological Diversity 1993 target of protecting at least 10 per cent of marine areas for the coral reef habitat.…”

“…Most countries in the region have reached the Convention on Biological Diversity 1993 target of protecting at least 10 per cent of marine areas for the coral reef habitat. In about half of the countries, 10 per cent of the continental shelf is covered by MPAs and by locally managed marine areas (Rocliffe et al 2014). However, only three MPAs, one in Madagascar and three in the Seychelles, belong to categories of the highest level of protection (classes Ia ['Strict nature reserve'] Weak governance and high subsistence fishing may explain the lack of MPAs in Somalia and the existence of just two proposed marine parks in the Comoros.…”
