Towards a Global Navigation System

Abstract: The objectives for a Global Navigation System (GNS) may be simply stated as the provision for all users, air, sea and land, wherever they may be on or above the surface of the globe, or beneath the sea, with the navigation means of going about their business in a safe and economic manner.
