Towards a Cross-Border Reference Architecture for the Once-Only Principle in Europe: An Enterprise Modelling Approach

Abstract: The Once-Only Principle states that citizens and businesses provide data only once in contact with public administrations. So far, many European countries have started to implement the Once-Only Principle at national level, but its cross-border implementation is still fragmented and limited. This paper presents the development of a Reference Architecture for the Once-Only Principle in Europe. The case study, stemming from the EU-funded Once-Only Principle project (TOOP) highlights the challenges faced by the a… Show more

“…Especially, technical and interoperability issues are recognized among the most challenging problems for cross-organizational information systems due to their reliance on heterogeneous information and process models [25]. The challenges for the uptake of the OOP in a cross-border context not only stem from the type and the quality of data and underlying processes of data collection and retention, but also from noncompatible ICT infrastructures or differences between concepts and meanings of data (semantic interoperability) and interoperability on both national and international level [6,34]. Interoperability is a key element for the success of implementing the OOP within a Member State as well as implementing it across borders.…”

“…Interoperability is a key element for the success of implementing the OOP within a Member State as well as implementing it across borders. It can be defined as the "ability of different organizations to interact towards mutually beneficial and common goals, which involves the sharing of information and knowledge by means of the exchange of data between their respective ICT systems" [6,34]. Besides applicable to technical aspects, interoperability can also apply to semantics, legal issues and organizational aspects [11].…”

“…TOOP aims to provide a generic federated architecture that can connect different registries containing base data and Digital Government architectures in various countries by applying standards Krimmer et al (2017). Thus far, various European countries have started to implement TOOP at the national level, but its cross-border implementation is still fragmented and limited Tepandi et al (2019).…”
