The present paper describes a comprehensive review on the current state of art on the interactions of the green computing and computational intelligence areas and their applications to real world-problems. Green computing can be viewed as the responsible use of computers and their corresponding resources for achieving environmental and ecological goals. On the other hand, computational intelligence is an area consisting of methods and models for building intelligent systems, such as neural network models, fuzzy logic systems and genetic algorithms. The interaction of the two areas could produce intelligent systems that can achieve environmentally responsible and eco-friendly applications, which can help really achieve the main goals of green computing. The present review summarizes the most relevant existing works on these areas, as well as the current applications that have been done to the moment. In addition, an analysis on the trends of current existing works and a discussion of possible research trends are also offered. The significance of this paper is the presentation in a unified way of the main concepts of green computing and computational intelligence, as well their current and future applications. We strongly believe that this paper could help lay the foundation for a new hybrid area combining green computing with computational intelligence, which would be very important because up to now both areas have been flourishing apart and they could both benefit by interacting with each other.

Cloud Computing Model in the Optimization of Government Function Management

Cloud computing not only reflects the progress and pioneering technology, but also reflects the pioneering of the traditional management model. Cloud computing model has been applied in the management of all walks of life and also played an important role in the innovation of government function management. The purpose of this paper is to optimize the cloud computing model in the government function management through relevant research. This article first to the functions of the government management and the concept of cloud computing model is analyzed, and then with the help of a cloud computing model applied in the functions of the government management of investigation and experiment, analyzes the cloud computing at the main problems existing in the functions of the government management applications, and based on this, advances some solving strategies to promote cloud computing model with good combination of the functions of the government management. The experimental results show that the fit degree between the cloud computing model and the government function management is only 71.24%, and the actual application effect is only 65.13%. Compared with the traditional method, the efficiency of the government function management under the cloud computing model is only 17% higher.

Makale odak noktası, dijitalleşme düzeyinin etkisiyle yeşil lojistik uygulamalarının Türk lojistik işletmelerinin lojistik performansı üzerindeki etkisini araştırmaktır. İlk olarak, Dijitalleşme Düzeyi (DD), Yeşil Lojistik (YL) ve Lojistik Performans (LP) ile ilgili literatür incelendi. Yapıların regresyon ağırlıklarını ve önemini belirlemek için 320 katılımcıdan toplanan veriler üzerinde faktör analizi yapılmıştır. Yeşil lojistik uygulamaların benimseme yapıları, yapısal eşitlik modelleme (SEM) yaklaşımı kullanılarak analiz edildi. Araştırma sonucunda, Dijitalleşme Düzeyi (DD) seviyesindeki artışın işletmelerin yeşil lojistik faaliyetleri (YL) uygulamasını desteklediği belirlenmiştir. Ayrıca, dijitalleşme düzeyindeki (DD) artışın dolaylı olarak lojistik performansta (LP) artışa neden olduğu ve işletmelerin yeşil lojistik (YL) uygulama düzeyinin artmasının lojistik performansı da (LP) artıracağı belirlenmiştir. Dijitalleşme Düzeyi (DD), hem yeşil lojistik (YL) hem de lojistik performans (LP) ile pozitif ilişkilidir. Ayrıca yeşil lojistik (YL) ve lojistik performans (LP) ile de pozitif ilişkilidir. Sonuçlar, işletmelerin yeşil lojistik (YL) faaliyetlerini yürüterek ve dijitalleşme düzeyi (DD) seviyelerini yükselterek lojistik performanslarını (LP) iyileştirebileceklerini göstermektedir. Hipotezlerin test edilmesi sonucunda, dijitalleşme düzeyinin (DD) yeşil lojistiği (YL) etkilediği, yeşil lojistiğin (YL) lojistik performansı (LP) etkilediği ve dijitalleşme düzeyinin (DD) yeşil lojistik (YL) yoluyla lojistik performansı (LP) etkilediği bulunmuştur.
