This model is widely utilized in analyzing health sector policies in different countries (Chen, Wong Wu, & Zhu, 2020; Doshmangir, Moshiri, Mostafavi, Sakha, & Assan, 2019; Munabi‐Babigumira, Nabudere, Asiimwe, Fretheim, & Sandberg, 2019). Also, the model was useful in obtaining the objectives of the current study. - Context: refers to political, economic, and social factors that may influence health policy.

- Process: involves how policies are initiated, developed, negotiated, implemented, and evaluated.
