A proposed countermeasure to COVID-19 is a robust healthcare system that can respond and identify transmission paths using information technology. This involves the use of smart city services for tracking an infected person. However, during the COVID-19 pandemic, the healthcare system could only provide data on the number of infected people. Additionally, smart city services could respond neither timely nor sequentially. This study proposed a method for timely and sequential responses, through a flexible combination of the healthcare system and smart city services by envisioning a scenario that sequentially grafts the current status of COVID-19 in Korea. The results are the following. First, the COVID-19 outbreak was summarized in the context of the healthcare system and current smart city services. A method by which the latter could respond to the various needs of the former was suggested. Second, recommendations on combining or dismissing certain smart city services, as per the needs of coping with COVID-19, were summarized. Third, smart city services must be utilized only for addressing pandemics, as data from the healthcare system consists of personal information. Therefore, smart city services for responding to COVID-19 must be flexible.

PurposeThe purpose of this study is to forecast the development performance of important economies in a smart city using mixed-frequency data.Design/methodology/approachThis study introduces reverse unrestricted mixed-data sampling (RUMIDAS) to support vector regression (SVR) to develop a novel RUMIDAS-SVR model. The RUMIDAS-SVR model was estimated using a quadratic programming problem. The authors then use the novel RUMIDAS-SVR model to forecast the development performance of all high-tech listed companies, an important sector of the economy reflecting the potential and dynamism of urban economic development in Shanghai using the mixed-frequency consumer price index (CPI) producer price index (PPI), and consumer confidence index (CCI) as predictors.FindingsThe empirical results show that the established RUMIDAS-SVR is superior to the competing models with regard to mean absolute error (MAE) and root-mean-squared error (RMSE) and multi-source macroeconomic predictors contribute to the development performance forecast of important economies.Practical implicationsSmart city policy makers should create a favourable macroeconomic environment, such as controlling inflation or stabilising prices for companies within the city, and companies within the important city economic sectors should take initiative to shoulder their responsibility to support the construction of the smart city.Originality/valueThis study contributes to smart city monitoring by proposing and developing a new model, RUMIDAS-SVR, to help the construction of smart cities. It also empirically provides strategic insights for smart city stakeholders.

This article investigates the lack of certainty regarding the success of smart city development in the Government of Indonesia’s regions. The authors suspect that developing smart cities in each region ran independently and nationally, without a unifying strand of knowledge and information system leadership models. Based on these statuses and circumstances, this research examines these phenomena with two critical perspectives: The cognitive model of double-loop learning of smart city development and a dexterous strategy in terms of political economy. Consequently, this study finds that the regions developing a smart city act according to the statuses: Working with only fiscal budget readiness, cognitive models in the decisions to create future works, excessive caution about accruing potential future benefits, and null regulatory leadership in terms of guidelines. Thus, this study concludes that regions develop smart cities in their self-imagination without profound directional boundaries.
