<p>This paper describes the overall achievements of the Animal Health and Welfare (AHAW) Panel of EFSA and its support unit since 2003. The AHAW Panel deals with animal health and animal welfare issues, primarily related to food-producing animals, at the human–animal–environment interface. Scientific opinions adopted by the AHAW Panel are comprehensive scientific reviews and risk assessments and provide the scientific grounds for the identification of control options, most of them being reflected in European Union legislation on animal health and welfare. Between 2004 and 2012, the AHAW Panel delivered 47 scientific opinions related to animal health and 38 scientific opinions on animal welfare on a wide variety of issues. The welfare of animals is a matter of much public concern and has an overall impact on the condition of the animals, with consequences for productivity, disease and food safety. A major achievement of the AHAW Panel has been to establish a unique multidisciplinary capacity, combining expertise in addressing animal health and welfare issues. The AHAW Panel has also demonstrated its capacity to respond rapidly to urgent requests, thus becoming a prominent partner of risk managers in response to crises. Over time, the AHAW Panel has become internationally recognised as a leader in risk assessment in the field of animal health and welfare, based on EFSA core values of scientific excellence, independence and transparency. The development of robust methodological frameworks for the assessment of risks related to animal health and welfare is a continuing process for the AHAW Panel. Over the past ten years, EFSA has achieved greater participation from the scientific community, stakeholders and interested parties, and fostered cooperation with relevant organisations in the EU Member States in the area of animal health and welfare. The AHAW Panel has demonstrated that evaluating health and welfare and assessing risk in animal populations serves to protect public health, the environment and the economic benefit we derive from animals.</p>

The Scientific Opinion on the welfare of animals during transport reviewed the most recent scientific information concerning the main farm species. New scientific evidence and consequent conclusions and recommendations were arranged following the structure of Annex I of EC Regulation 1/2005 5 . On fitness for transport, recommendations for cattle and poultry were focused on repeated humane handling and careful inspection prior to transport. On the means of transport, use of partitions in horse transport, compulsory fasting of pigs with provision of water at stops, and temperature limits for poultry were major recommendations. Maintaining stability of animal groups was recommended as good practice, with special emphasis on the need to avoid mixing unfamiliar pigs or goats. On watering and feeding intervals, journey times and resting periods, journey duration should not exceed 12 hours for horses and 29 hours for cattle. Horses should be supplied with water one hour before and one hour after transport, and for cattle there should be a 24 hour recovery period with access to food and water. For rabbits, time spent inside the containers during lairage should be considered journey time. Space allowance for horses should be given in terms of kg/m 2 instead of m 2 /animal. For cattle and sheep, it is recommended that space allowances should be calculated according to an allometric equation relating size to body weight. Limits for stocking densities of broilers in containers should be related to thermal conditions. On the navigation systems, temperature monitoring systems should be incorporated. This scientific opinion describes welfare aspects of the management and housing of the grand-parent and parent stocks (broiler breeders) raised and kept for breeding purposes in EU member states. The health and welfare consequences were reviewed and a risk assessment on the impact of housing and management on the welfare of broiler breeders, including the influence of genetic selection for fast growth, was carried out. Quantitative data on the different types of husbandry and management systems used in Europe is lacking. In the risk assessment process, the overall top five hazards according to risk scores were barren environments, high stocking density, fast growth rate, feed restriction and low light intensity. These varied slightly when the rearing-laying periods, malesfemales, and fast-slow growing birds were each analysed separately. It is recommended that birds requiring less feed restriction should be selected as future breeders even if this may involve reduced selected pressure on high growth rates. To track improvements over time, the degree of feed restriction required to maintain broiler breeder target weights should be monitored. It is recommended that the prevalence and effectiveness of different types of mutilations is collected and that no mutilation with an effect on welfare as severe as those resulting from cutting off toes or dubbing the comb should be carried out unless justified by evidence for a substantial and unavoidable level of poor welfare in the birds themselves and other birds. Furthermore it was recommended that animal-based welfare outcome indicators for use during monitoring or inspection of breeder stocks, as well as for monitoring trends over time should be developed.
