The paper aims to use the Data Envelopment Analysis (DEA) approach to evaluate the performance of sheep and goat production systems in the semi-arid region in Brazil. By applying a questionnaire with 127 variables, we obtained information from 254 producers in the municipality of Tauá - CE, with the input variables number of sheep and number of cattle, and the output variable of revenues from animal production. The DEA model with constant returns to scale (RCE) and variable returns to scale (RVE) and were used. The average technical efficiency measures of RCE and RVE models were 9.72% and 23.65% for all farmers. Only two and eight producers obtained efficiency equal to one (maximum) in RCE and RVE, respectively. Most producers operate in terms of increasing returns, and are inefficient. That is, the vast majority of producers are working below the optimum scale, which leads to the exclusion of producers.

A Stochastic Frontier Model to Assess Agricultural Eco-efficiency of European Countries in 1990–2019

This paper aims at assessing agricultural eco-efficiency of 40 European countries, including non-European Union and ex-USSR ones, in the period 1990–2019 (30 years). A stochastic frontier model with a panel translog specification is employed to allow technology to change in time and across countries, and both output elasticities and returns to scale to vary with input levels and time. Our study is original compared to existing ones in the literature because it considers the almost totality of European countries and focuses on a long and recent period. As such, it is able to draw an exhaustive and updatedpictureofagriculturaleco-efficiencyinEuropethatfillsbothtemporalandspatialinformationgapsleftbyexisting studies. In our results, countries with a definitely increasing eco-efficiency in the period 1990–2019 are Albania, Croatia, Iceland, Lithuania, North Macedonia, Portugal and Ukraine, while countries with a definitely decreasing eco-efficiency are Cyprus, Czechia, France, Greece, Hungary, Malta, Romania and Slovakia. All other countries have an approximately constant eco-efficiency in the period 1990–2019, ranging, in average, between 0.93 and 0.95, with the exception of two groups of countries: (i) Denmark, Italy, Serbia-Montenegro, Slovenia and Switzerland, which show a decline of eco-efficiency in recent years; (ii) Ireland and Latvia, which exhibit an upward inversion of the trend in the penultimate decade. These two groups of countries should be monitored in the near future to better establish whether the decline or the increase in eco-efficiency is temporary or permanent. Our study also provides, for the first time, evidence on agricultural eco-efficiency in non-European Union transition economies, specifically it emphasizes the promising performance of Albania, North Macedonia and Ukraine.

The diversity of agricultural systems in European Union (EU) regions and countries is vast and vulnerable to the Common Agricultural Policy (CAP) reforms. The CAP instruments have suffered several significant changes over the last decades to take into account the new contexts from the various EU enlargements and problems caused by former measures. This dynamic evolution of the farming system calls for updated assessment to better understand the respective policy impacts and to support the design of new and adjusted instruments. In this context, with this research, the intention is to highlight the most recent characteristics of the EU farming system and to assess the respective impacts from CAP measures. To achieve these aims, we considered statistical information from the Farm Accountancy Data Network (FADN) which was exploited through linear programming models. The main findings reveal that EU subsidies have no implication on the structure of EU farming systems. In other words, the most profitable farming systems are the same whether they were provided with the CAP financial support or not, namely those from the 1st Pillar. On the other hand, the CAP rules condition the farmers' options, sometimes towards adopting a more subsidised production, but with lower margins. These frameworks would not be problematic, if the farming systems were more socially and environmentally sustainable, but this is not always the case. In a future scenario of a farming sector which more regulated by the market and less so by the CAP instruments, the environmental impacts will be more short‐term than medium‐ or long‐term, where the main problem will be with energy consumption.
