In many cities worldwide, the Smart City concept is used to solve problems that ensure the city’s development. The range of technological solutions applications varies depending on the needs and capabilities of a particular city or country in general. The proverbial all-encompassing meaning of the Smart City definition is not critical; however, it allows for reasonably unambiguous identification of implementation areas and even standardization. Differences in the conditions and goals of implementation are determined by the characteristics of a particular (unique) city, public needs, or demand from citizens for more modern services, and the peculiarities of state regulation and management. In Kazakhstan, the implementation of individual Smart City initiatives began more than 10 years ago. Comprehensive goal setting was carried out in 2017 as part of the Digital Kazakhstan state programme, and a comparative rating for the cities is being calculated from 2020. The article describes and defines the challenges and limitations associated with the unbalanced development measures of Kazakhstan’s cities based on a comparative analysis of indicators that characterize the level of penetration of Smart City technologies. The article substantiates the need to adjust the national policy and change priorities for successful Smart City projects.

The implementation of smart cities globally has been the subject of literature review since the twentieth century. However, the smart city concept has only become topical in the twenty first century, particularly in more recent times. While a lot of cities indeveloped countries have forged ahead with the implementation of smart cities, the same cannot be said about developing countries. Following the 2015 launch of the UN Sustainable Development Goals (SDGs), among the goals the development of smart cities across the globe, many countries have stalled on the achievement of this specific goal. The 2019 covid pandemic halted the development of smart cities while for those cities that have survived the epidemic, starting the smart city programmes that may have been started before the epidemic has proved a daunting task. This study looks at the challenges and opportunities developing countries have been faced prior to and after the covid pandemic. A systematic literature review was undertaken to consider the said challenges and opportunities, particularly in developing countries. The review has revealed that other problems like climate change have changed the development focus to the extent that smart city development agenda has been hurt and pushed aside. It is evident that the enthusiasm demonstrated in mid-1915s up to 2019 has waned. Any take-up of this programme will require concerted global effort to succeed.

Smart Heritage: Defining the Discourse

The academic literature contains an increasing quantity of references to Smart Heritage. These references are at the intersection of the smart city and heritage disciplines and primarily within informative, interpretative, and governance applications. The literature indicates the future expansion of the Smart Heritage discourse into additional applications as researchers apply smart technology to more complex cultural environments. The Smart Heritage discourse signals an advancement in the literature beyond Digital Heritage and Virtual Heritage discourses as Smart Heritage pivots on the active curatorship of heritage experiences by automated and autonomous technologies, rather than technology as a passive digital tool for human-curated experiences. The article comprehensively reviews the emergent Smart Heritage discourse for the first time in the academic literature, and then offers a contemporary definition that considers the literature to date. The review and definition draw on literature across the contributing disciplines to understand the discourse’s development and current state. The article finds that Smart Heritage is an independent discourse that intertwines the autonomous and automatic capabilities and innovation of smart technologies with the contextual and subjective interpretation of the past. Smart Heritage is likely the future vanguard for research between the technology and heritage disciplines.
