Factors Affecting Time Overruns in Public Construction Projects: The Case of Jordan

Most construction projects in developing countries are characterized by overruns in time. This research was conducted in an attempt to identify major factors for such overruns in the typical developing environment of Jordan. A descriptive study was carried out and two types of data were collected. The overrun variables were extracted from the literature and from a thorough examination of the perception of 30 engineers, and then ranked according to their Severity Index (the product of Importance Index and Frequency Index). The top ten factors causing time overruns in construction projects were identified and treated using Principal Component and Factor Analysis (PCFA). After conducting the analysis on both the secondary and primary data, results showed agreement only on one cause, weather conditions.

Cost and Time Overruns in Building Projects Procured Using Traditional Contracts in Nigeria

The traditional contract procurement system is reported to be the most preferred in Nigeria for the execution of construction projects. However, the system has been criticised to be ineffective in terms of both cost and time performances. Owing to scanty empirical evidence to support this claim, this study assessed cost and time overruns in building projects executed in Nigeria using the system. Schedule and cost data of building projects were accessed from randomly selected frontline quantity surveying firms in the study area. These comprised schedule data on 51 public and 41 private building projects as well as cost data on 42 public and 33 private building projects. The data were analysed using frequency, percentage and mean. The findings from the study revealed that both public and private building projects executed in the study area using traditional contract system experienced cost and time overruns to varying degrees. However, the system was more effective in terms of cost performance than time performance.

Abstract. Construction is one of an important industry which contributes to the economic growth in Malaysia. However, it has been revealed that 79.5 percent and 66.7 percent of the public and private projects were not completed within the time specified in the contracts out of 359 projects in Malaysia. Therefore, the purpose of this study is to investigate the delay factor caused project delay at rural area. A 5-points Likert scale questionnaire survey were answered by 111 respondents which having experience with rural construction project. The questionnaire data were analysed by using Relative Importance Index (RII). Five top factors were determined from this study based on their RII values which are improper construction method implemented by contractor, weather condition, difficulties in providing delivery to site, breakdown of site equipment, and poor qualification of contractor's technical staffs.
