“…Drawing from Sen's (1981) capabilities theory, adaptive capacity theorists once assumed that adaptive capacity is commensurate with-or is at least improved by-financial capital (IPCC, 2001;Vincent, 2007;Engle, 2011;Notenbaert et al, 2013).
