Abstract

The present publication is the theoretical and methodological orientation. It is dedicated to finding ways to change patterns of economic development, the reorientation of its quantitative strategies on high-quality, socially oriented. Justified way of solving based on the concept of the interrelation of indicators of efficiency and equity in the systems of governance that (the relationship) has an impact on quality of life. Examines the evolution of views on the content of these categories, clarifies their nature and the methods of evaluation. 
 For the practical implementation of this concept the proposed model structure ethical "economic man" in the form of optimization problem the needs.
