Object: It is a social relations, developing in the sphere of formation of the civil service in the Republic of Kazakhstan. National and other countries experience indicate that it is impossible to create an effective public service system without developing scientifically based and verified concepts and features of personnel management in the public service system, which would eliminate systemic contradictions in the legal regulation. The growth of scientific interest in the problems of theory and practice of public service has objective grounds of the study. Methods: Methods of grouping and classification, as well as methods of mathematical modeling, were used in the processing and systematization of data. An econometric model was constructed. Findings: While investigating the features of personnel management in the system of civil service of Kazakhstan, it was revealed that the civil service is based on certain principles, on the basis of which it is possible to carry out personnel planning to respond to changes in the needs of the public service. The authors hypothesized, there is a relationship between the indicator "Services in the field of public administration; services in the field of mandatory social security" and the factor "The list number of employees in the field, mandatory social security" and "The average monthly salary of civil servants". A regression analysis was performed to prove or disprove this hypothesis. Conclusions: Based on the analysis we can say with confidence, the hypothesis put forward about the relationship between the indicators in previous stage are confirmed. The authors comes to the conclusion that the staffing of civil servants is a necessary management process, since the effectiveness of the activities of public authorities is largely determined by the quantity and quality of resources for effective public administration

The article investigates the main features of state service in the law enforcement sphere and the place of state service in administrative and legal regulation mechanism. The goals of the work are as follows: to consider state service in the law enforcement sphere as a single legal category, to reveal its essence and characteristic features as a social system, to provide a scientific classification of its constituent elements and disclose their administrative and legal content. We highlight the following main functional features of those state bodies the service in which can be calledlaw enforcement activity:state and power-based nature of activity, exercising executive and administrative powers, special functional and target purpose, application of special measures of legal influence based on the use of persuasion and coercion methods, and a special legal status. We conclude that practical solution to the question of classifying state service in a particular state body as law enforcement activity may be found through legislative definition of the concept of law enforcement activity of the state, law enforcement functions of state authorities, and the system of state authorities exercising law enforcement functions.

The author of the paper makes an attempt to identify the problems of development of the institution of public service in the Russian Federation on the example of the prosecution service. The purpose of the paper is to study the features of service relations in the prosecutor’s office for their compliance with modern trends in the development of the state and society that determine the need for fundamentally new personal and professional characteristics of prosecutors. The paper highlights the imperfection of the current administrative and legal regulation of individual elements of service relations. Based on the results of the study, the author puts forward proposals for the introduction of qualitatively different approaches to the selection, training, retraining and employment of the personnel aimed at improving professional qualifications and competitiveness of staff members, their compliance with high moral and ethical requirements for this category of employees, ensuring openness and transparency of prosecution offices egencies and their employees. In particular, it is proposed to enshrine in law qualification requirements for all positions in the prosecutor’s office and for candidates applying for such positions, develop and implement a system of key performance indicators for the service and rating of candidates for the personnel reserve, a national database of applicants for managerial positions, intensify work on holding patriotic events, strengthen the status and significance of the procedure of taking the oath. In order to democratize public-service relations in the prosecutor’s office, the paper focuses on the need to revise a number of legislative provisions.
