The issues of assessing the state of economic security, considered at the theoretical and methodological level, imply the existence of a developed system of criteria and indicators that characterize certain aspects of security of the socio-economic system. Among the most important areas of assessing the economic security of the region, characterizing the state of human capital, is the level of medical care. The main requirement for the quality and volume of medical services is compliance with the necessary dynamics of the natural reproduction of human capital. The research revealed the necessity and possibility of modeling the situation of transformation of the economic mechanism of financing of the regional health system, providing the required level of economic security based on the sufficiency of financing of the health sector. The concept of the design of economic mechanisms served as a theoretical basis for the formation of a model for assessing the prerequisites for the transformation of the mechanism of regional economic security.

Subject. This article discusses the role of healthcare in ensuring economic security. Objectives. The article aims to develop a model for assessing the level of economic security in the region, taking into account the costs of providing medical care in various conditions. Methods. For the study, I used a simulation approach based on the concept of mechanism design and game theory. Results. The article finds the dependence between the content of the development strategies of medical organizations and the level of economic security of the region. The article presents a developed mathematical model that helps predict the level of economic security in the region and determine priorities in financing the healthcare system. Conclusions. The article concludes that the probability of bankruptcy of private medical organizations is quite high, since the strategies chosen by them lead to the need to attract funding from extra-budgetary sources for all conditions of medical care.
The subject of the study is the sources of financial support for state guarantees of free medical care to citizens in the Russian Federation. Particular attention is paid to the analysis of the composition and structure of the financial support of state guarantees of free medical care to citizens (including the volume of contributions received by the budget of the Federal Compulsory Medical Insurance Fund for working citizens and for non-working citizens). The authors also assessed the potential volume of MHIF budget revenues from the payment of insurance premiums and compared the results obtained with actual data. Research methods used: structural and dynamic analysis, synthesis, comparison, as well as graphical presentation of the results obtained. Based on the results of the study, it was revealed that contributions for the non-working population are paid from regional budgets. Taken together with the use of funds from the federal budget for the implementation of the program of state guarantees for the provision of free medical care to citizens, this allows us to conclude that the budgetary financial mechanism is predominantly used in financial support for the implementation of state guarantees of free medical care to citizens in Russia. In order to maximize the volume of funds for solving problems in the field of healthcare, as well as ensuring their more efficient use, the authors propose expanding the list of objects subject to insurance premiums, as well as a more reasonable approach to establishing various preferential regimes that reduce the volume of budget revenues of the Federal Compulsory Health Insurance Fund. The author’s calculations showed that the actual revenues of the MHIF budget are approximately half of the potential ones.
