Abstract:The Saemangeum open sea (SOS), which refers to the outer sea of the Saemangeum seawall in Korea, is being threatened by contamination caused by the Saemangeum development project. The policy-makers need information on the environmental conservation value of the SOS for informed decision-making about the SOS. This paper attempts to measure the environmental conservation value of the SOS. To this end, the public's willingness to pay (WTP) for conserving the SOS is derived from a 2015 contingent valuation survey of 1000 Korean households comprising 400 households residing in the Saemangeum area and 600 households living in other areas. The authors employ a one-and-one-half-bounded dichotomous choice question format. Moreover, the spike model is adopted to analyze the WTP data with zero observations. The mean annual WTP values for both areas are calculated to be KRW 3861 (USD 3.26) and KRW 3789 (USD 3.20) per household, respectively. They are statistically significant at the 1% level. When the sample is expanded to the whole country, it is worth KRW 70.9 billion (USD 59.8 million) per annum. Therefore, conserving the SOS will contribute to the Korean people's utility and can be done with public support. The value provides a useful baseline for decision-making for the SOS management.

Tourism related to bathing has a growing economic importance in the Guadiana Estuary in southern Spain and Portugal. Polls of local public opinion showed an awareness of potential and current threats to the aquatic environment posed by regulation of river flow and untreated/poorly-treated urban sewage discharge. Because of this strong concern for water quality, it was selected as the policy issue for our application of the Systems Approach Framework (SAF). We developed an integrated simulation model of the Guadiana estuarine system in which the ecological system and socioeconomic components are linked by means of beach eco-label (Blue Flag Award) through its dependence on fecal bacterial thresholds. We quantified the socioeconomic impacts of water quality through an Economic Base Model that is used to portray the effect of increasing employment on resident population as a result of change in coastal water quality. A Cost-Benefit Analysis provides monetary indicators for scenario evaluation. It includes a monetary valuation of changes in water quality on human welfare using a Contingent Valuation Method. Because the population has a strong seasonal influence on the wastewater discharge into the estuary, we were able to simulate the feedback loop between the human activities that control water quality and those that benefit from it. We organized a critical evaluation of our efforts with the stakeholders, which allowed us to better understand their perceptions of the strengths, limitations, and opportunities for future SAF applications. Here we describe several aspects of our efforts that demonstrate the potential value of the SAF to environmental managers and stakeholders in clarifying some of the causal mechanisms, management options, and costs for resolution of the conflictual problem between water quality and tourism in the Guadiana estuary.

This article aims to assess the economic benefits of restoring the ecological integrity of Jeonju stream, Korea and then conduct an ex post cost‐benefit analysis of the restoration. The benefits are measured by using the contingent valuation eliciting the local residents’ willingness to pay (WTP) for the restoration supposing that the restoration had not been implemented. The mean yearly WTP for the restoration is calculated to be KRW 2897 (USD 2.46) per household for the next 10 years. The costs of the restoration include the costs of restoring the ecological integrity for 2 years and maintaining it for the next 50 years. The ratio of benefit over cost, the net present value and the internal rate of return are estimated as 1.1, KRW 0.5 billion (USD 0.4 million) and 6.4%, respectively, which exceed 1.0, 0 and social discount rate of 5.5%, respectively. The results show that the restoration is socially profitable.
