Atemoya is an important tropical fruit export for Taiwan, mainly produced in Taitung, a rural area of South-Eastern Taiwan. However, it was sold to virtually a single market—China—and when that market suddenly announced an import ban on the fruit in 2021, the rural farmers and the local economy were adversely affected. They had to quickly explore new overseas markets. Unfortunately, its short postharvest life makes it infeasible for long-distance transport. This study measured the impacts of the ban on the local economy using an input-output (IO) analysis. It also tested the technical feasibility of using a controlled atmosphere (CA) preservation technology, which was necessary for long-distance exports. The benefits of this strategy for the rural economy were also assessed using IO techniques. Results reveal that the atemoya value chain accounted for 2.12% of the production value, 2.75% of the value-added, and 3.62% of the employment in Taitung. Furthermore, the CA technology successfully doubled its postharvest life; thereby allowing exports to countries as far as Canada, and easing the impacts of the earlier ban. This development, together with facilitating domestic sales, boosted the local economy’s output value by NTD 491 million and its value-added by NTD 237 million. In addition, it can also increase rural employment by 2235 people. Using a smart agriculture technology in this case protected a perishable fruit industry that has a thin domestic market, from the risk of relying only on a single export destination. Consequently, this has supported the sustainability of rural communities and helped them to remain resilient.

PurposeRural development programs are widely used policy instruments mitigating rural-urban economic disparities. Yet, little research has examined their effect on rural labor. This study fills this knowledge gap by quantifying the causal impact of such programs on the labor allocation of farm households in Taiwan.Design/methodology/approachA theoretical framework based on the agricultural household model is constructed to guide the empirical specification. A unique dataset compiles administrative data on the program’s subsidies with farm household surveys across seven years. To cope with endogeneity bias, an instrumental variables model is applied. The eligibility rule for a township to participate in the program is used as the instrument.FindingsWe find that the program increases the labor supply of farm household members. These effects are more pronounced for off-farm work, particularly non-heads of farm households. The program’s subsidies supporting culture and promotion-related activities have larger effects. Finally, females benefited more from the program.Originality/valueWe focus on farm households since this group is the target of place-based rural development programs. In addition, we identify the causal impact of place-based development programs on rural labor. Finally, this study is relevant to the literature on intra-household models by demonstrating that place-based rural development programs can affect the labor supply of farm household members.

Although the GDP of the fishery sector accounts for less than 0.3% of Taiwan’s GDP, there are many secondary and tertiary industries related to fisheries that add great value to the country’s economy. Therefore, when analyzing and calculating the output value and value added of the fishery sector, the relevance of these upstream and downstream industries should be considered jointly, and the value chain of the fishery industry should be studied and analyzed in order to truly present the value added created by fishery. This study aims to do this by first analyzing not only the primary fishery industry, but the value chain of the fishery industry at different stages such as fishery production, marine fishing, aquaculture, fishery processing, retail and services, and supportive systems. Then the value added of the whole fishery value chain to Taiwan’s GDP is estimated by using the Leontief input–output model, from the perspective of industry linkages and covering the period from 2011 to 2018. The empirical results suggest that the value added created by fishery and related industries accounted for 2.96% of the GDP in 2011, which rose to 3.11% in 2014, fell to 2.87% in 2015, rose to 2.93% in 2017, and fell to 2.84% in 2018. From 2011 to 2018, the amount of value added created by fisheries and related industries rose from NT$ 422.8 billion to NT$ 520.9 billion. The primary fishery sector has the largest contribution, followed by the fishery input sector, and transportation and sale service sector, and the fishery product processing sector has the lowest contribution rate. The empirical results provide important implications and references to the policy makers.
