The use of constraints by ICRP

Abstract: The concept of a constraint on individual doses to be applied in the process of the optimisation of protection was included in the 1990 recommendations of the International Commission on Radiological Protection. The concept was not new, having been established at least as early as 1973. A dose constraint as understood by ICRP is not a subsidiary limit on the dose to individuals, nor is it a form of investigation level. It is a prospective tool forming an integral part of the procedure of the optimisation of pr… Show more

“…In addition ICRP proposed constraints which may be set nationally or locally but did not set values for them. Dunster [6] has clarified some points about constraints, and in particular notes the IAEA suggestion that for public exposure the constraint should be set at 3%-30% of the relevant dose limit. ICRP60 also expanded the concept of medical exposure [7] to encompass those "knowingly and willingly helping in the support and comfort of patients undergoing diagnosis or treatment".…”

“…It was certainly not intended to offer a simple way of reducing the dose l i m i t s . A more detailed account of inequity and of the Commission's use of constraints has been given in an earlier reference (Dunster 1992).…”

“…A paper by Dunster [12] has explained that constraints are used because the detriments and benefits of radiation may apply to different people or may be differently distributed in the population. These are a relatively new concept and were not fully explained in the ICRP recommendations, where they were described as an investigation level in relation to a single source.…”

“…Dunster [12] also proposes that occupational constraints should be set at investigation levels for planning purposes. In the case of medical exposure they should be retrospective investigation levels, and be related to the average dose received by patients.…”
