The Maternal and Child Health Bureau (MCHB) is the only federal agency solely focused on improving the health and well-being of all of America’s mothers, children, and families. Founded in 1912 as the Children’s Bureau, the Bureau has evolved over 110 years in response to the changing needs of MCH populations and shifting legislative and administrative priorities. The Bureau’s role in promoting and protecting maternal and child health has grown, spurred by landmark legislation including the Sheppard-Towner Maternity and Infancy Care Act, Title V of the Social Security Act, and multiple programmatic authorizations. Emerging issues in the field—ranging from deficiencies in access and coverage for health care to the emergence of new infectious diseases—have resulted in additional roles and responsibilities for the Bureau; these include convening state and national partners, providing leadership on priority topics, developing guidelines for care, and implementing new programs. Throughout its history, the Bureau has partnered with other federal government agencies, states, communities, and families to improve outcomes for mothers, children, and families. Previous reports have documented the founding of the Children’s Bureau and the growth of federal legislation and programs through 1990. This updated history builds on those works and describes the multiple new programs and legislative authorities assigned to the Bureau since the Title V reforms of the 1980s, the Bureau’s response to emerging issues, and the contemporary structure and function of MCHB.

Esta tesis estudia la recepción de saberes psicológicos por parte de los médicos pediatras y puericultores rioplatenses y los usos dados a estos conocimientos en sus intervenciones en el campo del crecimiento y desarrollo durante la primera infancia. Se propone rastrear la impronta que los discursos psicológicos tuvieron en la comprensión del desarrollo y de los factores que inciden sobre él, y en el establecimiento de parámetros de normalidad y en las consecuentes acciones de prevención tendientes a favorecer un desarrollo “normal”. El marco teórico-metodológico articula la perspectiva de la historia intelectual, los estudios de recepción y la denominada “historia crítica de la psicología”. Entre otros aspectos, la tesis describe ciertos rasgos propios de la pediatría que constituyeron un suelo de base para la recepción de los saberes psicológicos. Explora el surgimiento de una perspectiva psicosomática que, hacia la década de 1950, delineó el proyecto de una medicina infantil con un enfoque “holista”, capaz de abordar al niño desde una perspectiva biopsicosocial. Indaga asimismo la concepción médica del desarrollo psicofísico y las diferentes iniciativas en torno a la necesidad de evaluar el desarrollo neuropsíquico por medio de técnicas neurológicas y psicológicas. Analiza a su vez una serie de temas y problemas que promovieron el diálogo entre pediatría y saberes “psi”, tales como la crianza y la educación del niño, la inapetencia de causa psíquica o el síndrome de hospitalismo. Todos ellos son estudiados desde una perspectiva que articula la recepción de saberes psicológicos con temas y problemas sociales de carácter más amplio, que dieron un marco a las reflexiones teóricas y a las intervenciones concretas sobre el desarrollo del niño de primera infancia. La tesis se propone contribuir al estudio de la historia de los saberes “psi” y de la medicina infantil. A su vez, a partir de la indagación de este tema, procura reflexionar sobre el modo como los saberes médico-psicológicos participaron en la construcción de representaciones, valores y prácticas en torno a la infancia, la maternidad y la crianza.
