The main issue in the presented research is the United Arab Emirates’ foreign aid commitment, the development of its brand, and its position in international relations. The study’s purpose is to find an answer to a research question, specifically, what is the UAE foreign aid role and significance for the Soft Power Strategy implementation and the Sustainable Development Goals? The author adopted appropriate theories and research methods. Role theory has been applied, allowing for the combination of different tools. Moreover, there is a close connection between the state adapting to changes in its political environment and its position and role in international relations. Therefore, the theory of adaptation has also been included. To verify the theoretical assumptions, the author implemented a comparative analysis using empirical research and case studies. In addition, the author’s ten-year participation in many UAE international policy processes was useful. The paper shows United Arab Emirates foreign aid as a fundamental element of supporting branding, filling the Sustainable Development Goals, and influencing international relations. In the twenty-first century, UAE foreign aid became a pillar of state foreign policy, making it possible to shape the international environment.

The United Arab Emirates (UAE) proposes “peaceful” religious discourse by supporting religious scholars such as Hamza Yusuf and Abdallah bin Bayyah and institutions such as the Forum for Promoting Peace in Muslim Societies and the Emirates Fatwa Council. The UAE has attempted to present itself as promoting a moderate form of Islam to counter political Islam. This study is based on data from religious verdicts (fatwās), speeches, and conference records of these scholars and institutions. The main point of the research is to show to what extent providing additional support to recently established religious institutions and emerging scholars is used as soft power to promote the UAE’s version of Islam and present the UAE as a moderate and tolerant country. Applying critical discourse analysis, the study aims to uncover the existing connection between emerging religiopolitical discourse and UAE-based legal verdicts of scholars (ulamā) and the organizations that they initiated. This study further argues that “moderate Islam” and “tolerance”, used as religious soft power, are other tools that the UAE has applied in line with expectations for influence and power-seeking based on small state theory.

Turkey's post-Arab Spring regional rivalry with the United Arab Emirates (UAE) influences the allocation of its Official Development Assistance (ODA). Our paper provides a comprehensive comparison of Turkish and UAE's ODA on global and regional levels. To understand the effects of power struggle on Turkish ODA, we employ a time-series cross-sectional model, taking Turkey's annual ODA allocations as our dependent variable, and the UAE's global and regional ODA levels as our independent variables. We observe that Africa emerges as the main region where the rivalry between Turkey and the UAE intensifies. Based on our regression analysis covering 2000-2020, our findings demonstrate the limits of religious-cultural explanations of foreign aid, suggesting donors' geopolitical interests playing a higher role. We find out that Turkey allocates more ODA to Muslim countries, yet its main motivation is not based on religious-cultural affinity. Our case studies on Egypt and Somalia demonstrate competition between Turkey and the UAE for regional influence. We contribute to the existing foreign aid literature in two critical ways: First, we provide a comprehensive regional analysis of Turkey's foreign aid behavior, as each geography has its own unique geopolitical dynamics. Second, we show that religious proximity is insufficient to explain Turkey's ODA distribution, based on the existence of competing donors throughout multiple geopolitical crises.
