The purpose of this research is to identify priority actions to be taken in Mexico in order to encourage tourism entrepreneurs to take advantage of and to meet domestic tourist demand. In order to do this, the role that domestic tourism has in consumption and demand both nationally and internationally is analysed; opinion leaders from the sector are interviewed and the concept mapping methodology is used in combination with multidimensional scaling to solve the difficulties of prioritizing activities, gaining consensus, and to show graphically how the various stakeholders relate. The main results show three principal groups of activities: one which can be directly addressed by entrepreneurs, and two others, which although they relate to public policy and measurement, can also be driven by the business community.

The PPP scholarly work has effectively explored the material values attached to PPPs such as efficiency of services, value for money and productivity, but little attention has been paid to procedural public values. This paper aims to address this gap by exploring how Enfidha Airport in Tunisia failed to achieve both financial and procedural values that were expected from delivering the airport via the PPP route, and what coping strategies the public and private sectors deployed to ameliorate any resultant value conflicts. Based on the analysis of Enfidha Airport, it is argued that PPP projects are likely to fail to deliver financial and procedural values when the broader institutional context is not supportive of PPP arrangements, and when political and security risks are not adequately counted for during the bidding process.

Modelling and forecasting of tourist arrivals at one of the Seven Natural Wonders of the World, the Victoria Falls Rainforest, is critical to the tourism industry and economy of Zimbabwe. The aim of this paper is to provide quantitative techniques that will help with accurate tourist arrivals forecasting, shedding light on seasonality and other patterns of tourist arrivals. A time series plot of the monthly tourist arrivals statistics from January 2006 to December 2017 availed by the Zimbabwe Tourism Authority and Zimbabwe Parks and Wildlife Management Authority shows an upward trend in tourist arrivals with large fluctuations. To tame the variance which is increasing with time, a logarithm transformation is done on the data. A SARIMA (2, 1, 0)(2, 0, 0)12 model fits well to the data and outperformed other SARIMA models and the naïve, seasonal naïve and Holt-Winters exponential smoothing models. A two-year future out-of-sample forecast is done using this model and gives reasonable forecasts that indicate a general rise in tourist arrivals. Investors, tourism managers and the government can make use of such results in order to find effective and efficient solutions to the investment, foreign currency, accommodation, transport and infrastructure development problems and other tourist-related challenges faced by Zimbabweans.
