The “Trilemma” of Public Bodies: Bureaucratic Structures Versus Agencies Under Policy Conditionality

Abstract: The aim of this article is to explore the implications of the delegation of powers from central bureaucracies to semi-autonomous agencies for public administration under policy conditionality.
