This paper engages with the discourse about commodification of housing in an Asian context and presents a methodology to explore shifts in the delivery of housing along the decommodification -commodification continuum. It reviews the extent to which the Hong Kong state has articulated an understanding of a continuum through its actions in the public and private housing sectors, and how it has acted developmentally in manipulating shifts along the continuum. It is found that, although Hong Kong had a large squatter population, the state controlled the commodification of squatter housing and also implemented an enormously successful and publically lucrative assisted home-ownership scheme, whose success in large part is explained by state management of the commodified nature of this tenure. The paper also reviews how the state's control of decommodified land through state ownership and leasehold alienation, and commodified housing in the private sector, led to the generation of large revenues to fund developmentalist activities. In all, unlike many other examples, the benefits of commodified housing in Hong Kong seem to have flowed in large measure from the private sector to the public sector; from this perspective, the paper offers another insight into the oft-neglected public management aspects of Hong Kong as a development case study.

Behaviour changes related with leisure, after the second half of the Twentieth Century, intensify and diversify retail activities. Commerce, culture and leisure organize the contemporary urban space. Therefore new retail areas polarize the urban settlements. Consumption has a clear social meaning. Everything can be transformed into consumption. Retail centres are provided with systems of security and control, used like elements of well-being. Comfortable atmospheres are created where nobody is worried, but the desire of re-moducing the traditional public space performs copies of those places, as pieces of reality in artificial scenes.First, retail parks were settled in the Lisbon and Oporto metropolitan zone, but now they are also located in smaller cities. Retail is considered in the regional settlement and used as a tool of city-planning.Key words: Privatization of public spaces, consumption, Lisbon. RESUMENLa consolidación de nuevos hábitos asociados al aumento del tiempo libre, después de la segunda mitad del s. XX, intensifica y diversifica las actividades comerciales. Comercio, cultura y ocio organizan el espacio urbano contemporáneo. Los espacios comerciales son elementos estructurantes y polarizadores del tejido de la ciudad. El consumo está lleno de significado social. Todo aspira a ser transformado en consumo. Los centros comerciales se dotan de sistemas de vigilancia y control, usados como elemento de bienestar entre los ciudadanos. Se crean ambientes confortables donde las preocupaciones estén ausentes. Es el mundo de la imagen. El deseo de contacto con el sentido tradicional del espacio público hace que se creen copias de lugares, pedazos de realidad en escenarios prefabricados.En un principio surgen centros comerciales en la zona metropolitana de Lisboa y Oporto, pero ahora también se encuentran en ciudades más pequeñas. This paper suggests a framework proposal for the analysis of urbanization policy as a public policy. Firstly, how urbanization policy is conceptualised is discussed. After, a framework for analysis of urbanization policy is suggested. Main elements of this framework are specified as (1) conditions that constitute urbanization policy background; urbanization logic produced by socio-economic structure; (2) political and administrative agents and other related actors and also their relations; forms of theoretically doing politics of actors; (3) key issue of urbanization policy and its prominent characteristics; process of urbanization policy; (4) change pattern of the policy. Paper ends up with an emphasis on an important inclusionary analysis for the development on urbanization policy making.
