Does Environmental Decentralization Promote Renewable Energy Development? A Local Government Competition Perspective

Renewable energy development is a long-term means of addressing the climate challenge and achieving environmental sustainability. This study examines the relationship between environmental decentralization, local government competition, and renewable energy production using panel data from 30 Chinese provinces from 2000 to 2021. The empirical results show that environmental decentralization significantly inhibits renewable energy development, indicating a lack of foresight among local governments in environmental governance issues. In addition, local government competition amplifies the detrimental effects of environmental decentralization on renewable energy production. Although the decentralization of environmental administrative power hinders renewable energy production, the decentralization of environmental monitoring power promotes it. However, insufficient evidence is available to conclude that regional characteristics and threshold variables can alter the inhibitory effect of environmental decentralization on renewable energy production, even though the effects of environmental decentralization on the production of renewable energy exhibit geographical variation and non-linear characteristics. The findings of this study contribute to optimizing environmental policies to motivate local governments to pursue long-term environmental governance goals.

During the gas extraction drilling process, especially the soft coal seam drilling process, due to the constraints of geological conditions, technical conditions, and other factors, it is easy to encounter stuck holes, blowout, lost circulation, and hole collapse, which affect the realization of efficient gas management. In the petroleum industry, microfoam drilling fluid has unique advantages as a drilling and flushing medium. Through the response surface method, this study conducts a preliminary experimental study on the types of foaming agents, foam stabilizers, modified bentonite materials, and filtrate reducers and determines the optimal formula as 3.98% modified bentonite + 0.586% compound foaming agent + 0.776% foam stabilizer + 1% sulfonated phenolic resin + 2% carboxymethyl starch sodium. The performance of the microfoam drilling fluid system is tested. Subsequently, a simulated soft coal seam drilling test is carried out to verify the effectiveness of the developed directional microfoam drilling fluid for protecting coal rock holes. This microfoam drilling fluid system technology can improve the drilling quality of the sealing section of coal seam gas extraction drilling and effectively improve the gas extraction rate of coal mines.

The rapid growth of the energy and transport sectors has led to an increase in fuel consumption, resulting in a significant rise in greenhouse gas emissions. Switching to renewable energy sources and replacing internal combustion engines with electric vehicles (EVs) can significantly reduce greenhouse gas emissions. In recent years, the electrification of the transportation sector has become a primary focus of research and development efforts. However, if EVs are charged using conventional energy sources, we are unable to fully capitalize on their potential to reduce emissions. Charging EVs using renewable energy sources is the optimal solution. Otherwise, the increased number of EVs on the roads can significantly impact the stability of existing electric grids. As a result, smart homes with EV charging stations are becoming increasingly popular worldwide. This review focuses on the concept of grid-connected rooftop solar photovoltaic (PV) smart homes integrated with EVs and energy management systems in Australia. Australia can reduce emissions in the building and transport sectors by electrifying a range of vehicles and ultimately powering them with 100% renewable energy sources. The benefits of EV integration alongside rooftop solar systems for smart homes with house-to-vehicle or vehicle-to-house, as well as vehicle-to-grid or grid-to-vehicle (bidirectional EV charging) capabilities are also explored in this article. By adopting these systems, these smart homes can provide energy schemes for commercial use, ultimately contributing to the owner’s economic benefit.
