Forum: Anthropology of oil and the resource curse For half a century, oil production has been a key factor in the development of a small number of African states south of the Sahara. Only now, however, it is ecoming a source of substantial social, economic and cultural transformation for an increasing number of new African oil states. This is partly due to the fact that political instability in the Near and Middle East, the inexorable move towards or even passing of ‘peak oil’, the growing demand for oil due to ever increasing consumption in the emerging countries, and the related rise of crude oil prices have given new importance to African oil. Even hitherto unprofitable deposits in Africa are now seen as an economically and geo-strategically important resource. It is estimated that the share of African oil to worldwide production could rise from currently 13–18 percent to 25 per cent by 2015. This brief intervention will look at existing studies on (African) oil and ask how social and cultural anthropology could further contribute to the analysis of this socially, politically and economically important conjuncture in world history.

Nigeria’s multilateral economic policy has come under scrutiny and criticism in recent years from policy quarters and informed publics. This becomes necessary because of the perceived policy discrepancy between policy intention and outcome. Most Nigerians, especially from the academia and policy quarters, continue to reassess Nigeria’s place in international institutions vis-à-vis its national goals and interests. This article is therefore an extension of such exercise, to assess and explore a section of Nigeria’s involvement in multilateral institutions since 1960, the year of independence. It explores and assesses the economic aspect of Nigeria’s multilateral policy and seeks to appraise what Nigeria has benefitted from its decades of involvement in multilateral organizations. In achieving this, the article uses latent content analysis to mine data from existing documents, journal articles, newspapers, and policy papers to dissect the process of multilateralism in Nigeria’s foreign policy. In addition, the article takes into consideration the use of hermeneutics approach, which is premised on the interpretation of all available evidence, to arrive at objectivity.

The Natural Resource Curse: A Survey

It is striking how often countries with oil or other natural resource wealth have failed to grow more rapidly than those without. This is the phenomenon known as the Natural Resource Curse. The principle is not confined to individual anecdotes or case studies, but has been borne out in some econometric tests of the determinants of economic performance across a comprehensive sample of countries. This paper considers six aspects of commodity wealth, each of interest in its own right, but each also a channel that some have suggested could lead to substandard economic performance. They are: long-term trends in world commodity prices, volatility, permanent crowding out of manufacturing, poor institutions, unsustainability, and cyclical Dutch Disease. Skeptics have questioned the Natural Resource Curse, pointing to examples of commodity-exporting countries that have done well and arguing that resource endowments and booms are not exogenous. Clearly, the relevant policy question for a country with natural resources is how to make the best of them. The paper concludes with a consideration of ideas for institutions that could help a country that is endowed with, for example, oil overcome the pitfalls of the Curse and achieve good economic performance. The most promising ideas include indexation of oil contracts, hedging of export proceeds, denomination of debt in terms of oil, Chile-style fiscal rules, a monetary target that emphasizes product prices, transparent commodity funds, and lump-sum distribution.
