The Spillover Effect of a Flood on Pets and Their People: Implications for Rental Housing

Emergency planning for them is a key aspect of disaster preparedness, especially considering that people may delay evacuation out of concern for their pets. Temporary boarding options for pets are important; however, caregivers (owners) must ultimately return to permanent housing. Surprisingly little attention has been paid to housing recovery in the disaster literature on pet ownership, and no studies have examined the potential for increased vulnerabili… Show more

“…And yet, housing issues, such as moving and renting, remain among the main reasons why people give up their pets [ 3 ]. The number of animals that are relinquished due to housing issues is especially problematic during peak moving seasons [ 4 ], tight rental market conditions [ 5 , 6 ], foreclosure crises [ 7 ], and/or following natural disasters [ 8 ]. Then, due to shelter overcapacity, relinquished animals may be euthanized.…”

“…This is especially problematic as high-support accommodation is typically most restrictive to pet ownership, even though they service groups that would benefit greatly from pet companionship (Rook 2018). Pet relinquishment has been shown to spike at times of housing crisis (Nowicki 2011's 'Sad Puppy Indicator') and in the aftermath of natural disasters, where housing options become more constrained due to pet restrictions in emergency housing (Graham and Rock 2019). Alternatively, individuals may remain in unsafe and precarious living situations in order to keep their pets after a natural disaster (Graham and Rock 2019) or in the instance of domestic violence (Cabral Jones 2008).…”

“…Some may not own sufficient carriers for their pets to evacuate safely, which has been identified as a significant hindrance to the evacuation process ( Heath et al 2001 ). Following disasters, pet owners who live in rental dwellings face serious difficulties finding pet-friendly rentals, and may end up needing to relinquish their animals or live in unsafe dwellings to keep their pets ( Coe et al 2014 ; Graham and Rock 2019 ).…”
