The outbreak of an epidemic disease may pose significant treats to human beings and may further lead to a global crisis. In order to control the spread of an epidemic, the effective management of rapidly increased medical waste through establishing a temporary reverse logistics system is of vital importance. However, no research has been conducted with the focus on the design of an epidemic reverse logistics network for dealing with medical waste during epidemic outbreaks, which, if improperly treated, may accelerate disease spread and pose a significant risk for both medical staffs and patients. Therefore, this paper proposes a novel multi-objective multi-period mixed integer program for reverse logistics network design in epidemic outbreaks, which aims at determining the best locations of temporary facilities and the transportation strategies for effective management of the exponentially increased medical waste within a very short period. The application of the model is illustrated with a case study based on the outbreak of the coronavirus disease 2019 in Wuhan, China. Even though the uncertainty of the future COVID-19 spread tendency is very high at the time of this research, several general policy recommendations can still be obtained based on computational experiments and quantitative analyses. Among other insights, the results suggest installing temporary incinerators may be an effective solution for managing the tremendous increase of medical waste during the COVID-19 outbreak in Wuhan, but the location selection of these temporary incinerators is of significant importance. Due to the limitation on available data and knowledge at present stage, more real-world information are needed to assess the effectiveness of the current solution.

Medical waste has strict classification standards. However, in reality, the process of collection and disposal of most medical waste does not strictly follow the corresponding standards, thus resulting in great potential risks to people’s health. Our research analyzed existing problems with medical waste classification management, optimized the medical waste recycling business model, and then used the simulation software AnyLogic to design mixed and classification simulation models based on current literature regarding the standards of medical waste classification and composition in China. Furthermore, we simulated and calculated the generation of nonrecyclable medical waste, recyclable medical waste, and domestic waste in the three models based on 30,000 tons of medical waste generated in Beijing in 2015. We compared and analyzed the output, generation rate, disposal cost, recycling revenue, and cost–benefit based on the disposal cost standards of the Beijing Municipal Commission of Development and Reform and the China Renewable Resources Price Index in Beijing. The importance of strengthening the classification and recycling of medical waste was further validated by modeling and simulation. The study provides an important reference to hospitals, disposal plants, and government regulatory departments in their decision-making.

In Europe, there are an increasing number of policy and legislative drivers for a more sustainable approach to the management of natural resources as well as for the mitigation of environmental health risks. However, despite significant progress in recent years, there is still some way to go to achieve circularity of process, as well as risk mitigation within organisations. Using a case study of the Gardone Val Trompia hospital in northern Italy, this manuscript offers a novel holistic examination of strategies to enhance resource efficiency and environmental health within a key sector, i.e. the healthcare sector. Through the use of environmental audits and process flow mapping, trends in waste and waste water arisings, and the associated financial and environmental costs, and risks were identified. Recommendations for developing more resource efficient approaches, as well as mitigating the environmental and public health risks are suggested.
