Rapid increases in energy demand and international drive to reduce carbon emissions from fossil fuels have led many oil-rich countries to diversify their energy portfolio and resources. Libya is one of these countries, and it has recently become interested in utilizing its renewable-energy resources in order to reduce financial and energy dependency on oil reserves. This paper introduces an original multicriteria decision-making Pairwise-CODAS model in which the modification of the CODAS method was made using Linguistic Neutrosophic Numbers (LNN). The paper also suggests a new LNN Pairwise (LNN PW) model for determining the weight coefficients of the criteria developed by the authors. By integrating these models with linguistic neutrosophic numbers, it was shown that it is possible to a significant extent to eliminate subjective qualitative assessments and assumptions by decision makers in complex decision-making conditions. The LNN PW-CODAS model was tested and validated in a case study of the selection of optimal Power-Generation Technology (PGT) in Libya. Testing of the model showed that the proposed model based on linguistic neutrosophic numbers provides objective expert evaluation by eliminating subjective assessments when determining the numerical values of criteria. A sensitivity analysis of the LNN PW-CODAS model, carried out through 68 scenarios of changes in the weight coefficients, showed a high degree of stability of the solutions obtained in the ranking of the alternatives. The results were validated by comparison with LNN extensions of four multicriteria decision-making models.

Although integration of wind distributed generation directly into the distribution level has considerable advantages, increased penetration of wind distributed generation (renewable distributed generation) alters the network configuration and jeopardizes the protection system operation and system stability; for this reason, necessary changes in power system protection philosophy must be achieved. Modern numerical relays offer extraordinary features and fast and accurate methods for spotting and detecting different unbalanced operating conditions and can be used to mitigate the influence of integrating wind distributed generation into distribution network. In this study, an adaptive directional negative protective scheme was implemented in the medium-level distribution network to investigate and evaluate the performance of protection system and introduce new adaptive protective scheme based on negative overcurrent protection to increase the selectivity and sensitivity of the protection system in case of unbalanced faulty conditions. The medium-level distribution network of Libya Eastern electric network had been implemented in ETAP software to address and evaluate the efficiency of the proposed approach.

Renewable energy in Middle East and North Africa (MENA) region, particular solar energy, can be connected to Europe to provide the Northern neighbouring countries with electricity.To achieve this long term objective, it is necessary to understand the local domestic consumption of electricity in the MENA region as the main consumer of energy. The understanding of current and future trends could help to provide a complete picture of the energy situation in MENA region and the feasibility of exporting energy to Europe. For this reason, this paper investigates the domestic energy use and occupants' energy behaviour in Libya. The aim of this study is to evaluate the effect of domestic energy consumption and householders' awareness, attitudes and behaviour on the overall energy consumption in Libya and how this could affect the peak demand, capacity, future trends and government energy budget. The paper also investigates the sustainability aspect of consumer products and the awareness and attitude of consumers towards consumption and demand. A comprehensive survey has been conducted to evaluate several aspects of domestic energy demand and characteristics in Libya. The findings have indicated that there is a significant increase in energy demands in the household sector in Libya and it is significant to have a clear strategy to reduce carbon emission and energy use by improving occupants behaviour as well as utilising other sustainable measures. Minor adjustment in householders' energy consumption behaviour and the technology used to generate energy could provide significant financial 2 savings and contribute significantly to the reduction in carbon emission and energy consumption. This will allow significant benefit to the local economy and the energy sector in Libya but at the same time could provide sustainable energy resources for Europe on the long term.
