STRATEGY TO SUPPORT HTGR FUEL FOR THE 10 MW INDONESIA'S EXPERIMENTAL POWER REACTOR (RDE). The Indonesia's 10 MW experimental power reactor (RDE) is developed based on high temperature gas-cooled reactor (HTGR) and the program of the RDE was firstly introduced to the Agency for National Development Planning (BAPPENAS) at the beginning of 2014. The RDE program is expected to have positive impacts on community prosperity, self-reliance and sovereignty of Indonesia. The availability of RDE will be able to accelerate advanced nuclear power technology development and hence elevate Indonesia to be the nuclear champion in the ASEAN region. The RDE is expected to be operable in 2022/2023. In terms of fuel supply for the reactor, the first batch of RDE fuel will be inclusive in the RDE engineering, procurement and construction (RDE-EPC) contract for the assurance of the RDE reactor operation from 2023 to 2027. Consideration of RDE fuel plant construction is important as RDE can be the basis for the development of reactors of similar type with small-medium power (25 MWe-200/300 MWe), which are preferable for eastern part of Indonesia. To study the feasibility of the construction of RDE fuel plant, current state of the art of the R&D on HTGR fuel in some advanced countries such as European countries, the United States, South Africa and Japan will be discussed and overviewed to draw a conclusion about the prospective countries for supporting the fuel for long-term RDE operation. The strategy and roadmap for the preparation of the RDE fuel plant construction with the involvement of national stakeholders have been developed. The best possible vendor country to support HTGR fuel for long-term operation is finally accomplished. In the end, this paper can be assigned as a reference for the planning and construction of HTGR RDE fuel fabrication plant in Indonesia.Keywords: RDE, Indonesia, HTGR, fuel, strategy.

Abstract:With extensive research being undertaken into small modular reactor design concepts, this has brought new challenges to the industry. One key challenge is to be able to compete with large scale nuclear power plants economically. In this article, a novel approach is applied to reduce the overall dependence on fixed burnable poisons during high reactivity periods within a high temperature graphite moderated reactor. To reduce the excess activity, we aim to harden the flux spectrum across the core by removing part of the central moderation column, thus breeding more plutonium, in a later period the flux spectrum is softened again to utilise this plutonium again. This provides a neutron storage effect within the 238 U and the resulting breeding of Plutonium. Due to the small size and the annular design of the high temperature reactor, the central reflector is key to the thermalization process. By removing a large proportion of the central reflector, the fuel within the proximity of the central reflector are less likely to receive neutrons within the thermal energy range. In addition to this, the fuel at the extremities of the core have a higher chance of fission due to the higher number of neutrons reaching them. This works as a method of balancing the power distribution between the central and outside fuel pins. During points of low reactivity, such as the end of the fuel cycle, the central reflector can be reinserted and the additionally bred plutonium and U 235 at the centre of the core will encounter a higher probability of fission due to more thermal neutrons within this region. By removing the central reflector, this provided a 320 pcm reactivity drop for the duration of the fuel cycle. The plutonium buildup provided additional fissile material up until the central reflector was reinserted. The described method created a two-fold benefit. The overall full power days within the core was increased bỹ 31 days due to the additional fissile material within the core and secondly the highest loaded power pins saw a 30% power reduction during the removal of the central reflector column.

Fluidized bed‐chemical vapour deposition (FB‐CVD) is a kind of key technology used widely in many application fields, such as semiconductors, nuclear energy, energy storage, and catalysts. In recent years, it has drawn much attention in the preparation of nuclear fuel coated particles (CP). It also has long played a crucial role in the preparation of high‐temperature gas‐cooled reactor (HTGR) fuel pebbles. The multi‐scale study of FB‐CVD technology has paid attention to the industrial fabrication of nuclear fuel particles at a large scale. In this paper, the recent FB‐CVD studies of different application fields are summarized first. Then, the recent works of our group in the field of FB‐CVD process in nuclear fuel particle fabrication are summarized. The FB‐CVD process in nuclear fuel particle fabrication and the multi‐scale study of the FB‐CVD process are overviewed in detail. Molecular dynamics (MD) simulation is used to study the CVD process of preparing the coating layer at the micro‐scale. Computational fluid dynamics–discrete element model (CFD‐DEM) simulation is used to study the high‐density particle fluidization, mixing particle fluidization, and particle coating process at the particle scale. Process simulation is used to study the entire FB‐CVD production line at the macro scale. Finally, the great application potential of the multi‐scale coupling study of the FB‐CVD process in the industrial fabrication of nuclear fuel particles is revealed. This paper is helpful to develop the academic research field of fluidized beds. It also has inspiration and reference significance for the expansion of other industrial applications of FB‐CVD.
