Seepage pressures are part of the neutral or nondeformative stresses acting in a groundwater basin. The reduction of these pressures gives rise to a stress transfer from neutral to effective. The increase in effective stresses is, exclusively responsible for measurable deformations of the land surface. The amount of land subsidence or groundwater recovery from compressible confining layers depends upon the specific storage of the strata and the average head change within them. Expressions for the specific storage are obtained from both consolidation theory and conservation principles of compressible flow. Average head changes are identified on a depth‐pressure diagram in terms of head changes in adjacent aquifers and are referred to as ‘effective‐pressure areas.’ The geometry of the effective‐pressure area is shown to depend upon the thickness of the compressible strata, the magnitude of artesian pressure decline, the manner in which the basin is developed, and time. These factors are embodied in equations that quantitatively describe the release of stored water from compressible confining layers resulting from their vertical compression in areas of land subsidence.

The first issue of Géotechnique was published in June 1948, and the story of its origins is well known. Publication followed the wide circulation of a letter in July 1947 from ‘The Geotechnical Society’ to every western European country in which the proposal for such a publication was made. Listed at the bottom of the letter were eleven ‘Founders’, four from the UK and the remainder from elsewhere in Europe. The function of the ‘Founders’ was to contribute to the early issues of the journal and to assist with identifying other contributors. This paper gives brief vignettes of all these 11 eminent geotechnical engineers, together with two others who contributed significantly to the early success of the journal. It is hoped that these vignettes will serve to inspire present and future generations of geotechnical engineers, not only in their professions, but also in their enjoyment of working with fellow enthusiasts.

Although the environmental impacts of groundwater abstraction and water table recovery are now known, historically they were given scant recognition due to the ad hoc nature of the development of aquifers. This paper summarises the potential impacts of groundwater exploitation, and reviews the effects of rising water tables on urban areas following the cessation or reduction of pumping. The use of GIS in assessing the implications for the environment is considered, in particular the coupling of hydrological models to a GIS for evaluating the impact of the drawdown of shallow water tables on agriculture.
