The Scientific and Technological Innovation Performance of Chinese World-Class Universities and its Influencing Factors

Abstract: This paper explores the scientific & technological innovation performance of world-class universities in China from 2014 to 2019, based on the super-efficiency DEA model and Malmquist index. Then we provide a novel fivedimensional analysis framework to research influencing factors of their S&T innovation efficiency with the Tobit-DEA model. The results show that 36.6% of the sample universities are DEA efficient, and their efficiency varies according to their type and location. Besides, the technical efficienc… Show more

“…As such, the patent is an important instrument of technology transfer between university and industry, which is in line with the literature (e.g., Siegel et al, 2004). The set of indicators proposed reinforces the current view about the importance of measuring the capability of universities in developing and transferring technologies to society (Chen et al, 2009;Chen and Shu, 2021). From an empirical perspective, this study confirms the findings of Santos and Torkomian (2013) that verified a low patent licensing rate of the universities.…”

“…In this study, in a universe of 775 patents deposited between 2011 and 2021, only 22 were licensed (2.8% of the total). This article presents an alternative view in relation to some studies about university performance indicators (Daraio, Bonaccorsi and Simar, 2015;Kalapouti et al, 2017;Chen and Shu, 2021;Herberholz and Wigger, 2021;Luo, 2021) by presenting a proposal of performance indicators to measure the technological transfer of technologies by universities, including three perspectives, general, by the type of triple helix agents, and through the combination of the type of triple helix agent and knowledge area. Thanks to the combination of the ideal types of the triple helix (Etzkowitz, 1984;Leydesdorff and Etzkowitz, 1996;Etzkowitz and Leydesdorff, 2000) and the knowledge area of a patent, this study permits the assessment of the capability of a university to transfer patented technologies to society.…”

“…(2) Indicator normalization Because the indicators involved in this paper are benefit type due to the standard 0 to 1 transformation of the initial sample data without loss, high degree of reduction, and the method in various types of research in a wide range, this paper uses this method to achieve the normalization of the data (G. Chen et al, 2022;Hong & Huang, 2021;F. Liu et al, 2021;Wu et al, 2022;L.…”

“…In many parts of the world, including Penang, academic publications and patents from universities and industries have increased, and jobs with higher remuneration are created with a focus on science and technology (Jones, 2021). In China for example, scientific and technological innovation have been shown to encourage economic development potential among world-class universities (Chen & Shu, 2021).…”
